- 2 - T.B.9-17-73 <br /> <br />Planning and Zoning Commission at the Town Hall on Oct. 1, 1973 at <br />7:30 p.m. <br /> <br />Mr. Virgil Johnson was present. He was requested to put pl~ood <br />over the windows and doors of the old buildings on the farm he <br />owns on Armstrong Blvd. to keep children out of the house and <br />other buildings and he was also requested to pay his fire call. <br />He said he would do these things. <br /> <br />Mr. Robert Vockrodt from the State Highway Department spoke at this <br />meeting about the future road programs in this state. Mr. Cox had <br />attended a meeting at the State Highway Department on September <br />lOth and had asked Mr. Vockrodt to come out to speak to the Board. <br />He explained the new road systems. Mr. Cox discussed our traffic <br />problems such as getting into Anoka in case of emergencies due to <br />the fact that a train could be stalled on the railroad tracks. We <br />would like to see some legislation enacted which would make it <br />possible for the state to act on such matters. Mr. Vockrodt said <br />it is fast coming to the point where the State does not have the <br />money to do many things it should be doing. They do not have the <br />money for land acquisition which would save much expense in the <br />future if land could be acquired now before it is built oH which land <br />is going to be needed for future highways. Plans have been made for <br />a long time for the new highways between Osseo and Champlin but the <br />concerned communities cannot agree and this is what is delaying this <br />road. 65,000 cars a day cross Ferry and Main Street. ADSIP which <br />is the state highway~ improvement program, had the crossing at Ferry <br />and Main street hig~enough on the safety improvement program to <br />be done this year because of the number of accidents occurring there, <br />but it will not be done this year. The State Highway Department <br />does not have enough funding to make more than l~ improvements this <br />year. Mr. Vockrodt was asked if it was too late to put the Osseo- <br />Champlin road a mile further west. He said it was not too late. <br />The funding request for 3.2 billion was~cut down to 1.2 billion. <br />Mr. Vockrodt said he will prepare a report for us as to what the <br />State Department is planning for this area. He will include in <br />this report what the Commissioner of Highways feels should be done <br />to a~uire land and make a commitment to the local officials in this <br />area. It was suggested that an official map should be adopted so <br />that communities will not build on this land. He said the State <br />does have an official map such as this. Mr. Cox asked him to in- <br />dicate to us how we should go about the road planning in our com- <br />munity. 500 homes were condemned in Bloomington because they did <br />not have such planning. Many homes have been taken off the tax <br />rolls for years and there are possibilities that no road will ever <br />be built there. <br /> <br />Church permit: Mr. Fricke said drainage easements have not been <br />furnished. Mr. Hall will check with Mr. Fricke on the items which <br />have not been completed on this plat. <br /> <br />West Line Road: Vernon Brand said he thought this road should be <br />put in shape to drive on. Mr. Specht spoke about wanting this road <br />built up for school buses in Elk River. He said it would save <br />three to four miles. Mr. Murphy stated the Township just does not <br /> <br /> <br />
