ANOKA <br />COUNTY <br />August 11, 2014 <br />City of Ramsey, HRA <br />7550 Sunwood Drive <br />Ramsey, MN 55303 <br />COUNTY OF ANOKA <br />Public Services Division <br />Highway Department <br />1440 Bunker Lake Blvd., NW <br />Andover, Minnesota 55304 <br />(763) 862-4200 FAX (763) 862-4201 <br />In reply refer to: <br />Project: S.P. 002-683-003 <br />Project Description: CSAH 83 — Highway 10 and Armstrong Boulevard Reconstruction <br />Anoka County Highway Right -of -Way Parcel # 6 <br />Dear City of Ramsey, HRA: <br />Your name appears on file in the office of the Anoka County Recorder as an owner of property <br />from which a portion of right-of-way will be required for this project. This is the County of <br />Anoka's ("County") written offer to purchase the new right of way needed for this project. <br />The County obtained an appraisal for the property proposed to be acquired. According to <br />Minnesota law, the County must provide the owner with a copy of the appraisal. As such, <br />enclosed please find a copy of the County's appraisal for the above referenced property, which <br />includes sketches of the proposed right-of-way acquisition (colored portion) of your property. <br />Based on the enclosed appraisal, the County hereby submits to you an offer of $58500.00. This <br />offer amount consists of $58500.00 for property purchased and or permanent or temporary <br />easements and $0.00 for any damages to the remainder property. We have disregarded any <br />benefit to the value of the property caused by the proposed highway improvement. <br />You will have a reasonable length of time to consider this offer. Please take this opportunity to <br />review this offer. When you have finished, please call our negotiator Peg Flaig at 763-862- <br />4271 to set up an appointment to discuss this offer. Please be assured that the County will <br />make every effort to negotiate a satisfactory settlement with you. <br />If you feel our offer does not reflect market value, you may wish to secure your own appraisal. <br />You, as the owner, are entitled to reimbursement by the County for the reasonable cost of the <br />appraisal up to a maximum of $1,500.00 for single family and two-family residential property and <br />minimum damage acquisitions, and $5,000.00 for other types of property, providing that you <br />submit to the County the information necessary for reimbursement, including a copy of the paid <br />invoice and a copy of your appraisal, at least five days before the condemnation commissioners' <br />hearing for your property. The County will reimburse you within 30 days after you submit to the <br />County the above information necessary for reimbursement. An appraisal cannot be used or <br />considered in a condemnation commissioners' hearing, nor may the appraiser who prepared the <br />appraisal testify, unless a copy of the appraiser's written report is provided to the county at least <br />five days before the hearing. <br />
