- 5 - T.B.5-1-73

shown on some County maps and on some it is not. The Hagen plat
was laid out over this trail or road. Teen agers'are going down
this road and having beer busts, they have bands there, they
drive over people's lawns, kn~k down trees, causing much damage,
and the police have been called several times. In an effort to
stop this the residents have broken the culvert, planted trees
in the road, put cement blocks in the road and planted lawns over
it. When they bought their land this was not shown as a road.
Mr. Menkveld said he had been driving this road for twenty years.
He has seen the road graded and culverts put in. This was about
t'en years ago. Two men pried out half of the culvert. Mr. Ron
Schmidt said this road had not been mentioned for three years
since he has lived there. He said 60 kids had been up on the
hill with cars and bands. Mr. Hank Stollman said this situation
is getting worse every year. He lives on 169th and Baugh and said
if this road is put in there will be roads on three sides of his
house. They suggested putting a gate across the road and the
people who have land back there could have keys to the gate but
this did not seem satisfactory to the other side. Mr. Cox asked
Mr. Menkveld where the road should be put. He said he thought
it should be put on the County line. Mr. Jack Menkveld said it
saves six miles of driving to have this road there. The culvert
was paid half by Elk River Township and half by Ramsey Township.
Mr. Ajax asked what the distance is supposed to be between roads.
Answer: There is no set distance between roads. The teenagers
had bonfires on this land last fall and this is very dangerous.
Mr. Specht and Mr. Katnis would each give 2 rods for this road.
Mr. Katnis and Mr. Specht said that if this road was closed that
it will cost the Township a great deal of money to buy the land
for such a road in the future. Mr. Menkveld offered to put in
another culvert. With the broken culvert, someone could get hurt
on this road now. Mr. Menkveld offered to pay $200 toward fixing
up this road. Mr. Cox stated the Township just does not have the
money to build up this road. Mr. Cox suggested that the Town Board
go with the Elk River Township Board to look over this road before
the next Town Board meeting. This was agreed upon.

Mr. Murphy suggested we have a sign put up in vario~s places in
the Township which would be a deterrant to lawbreakers. Mr. Aus-
pos will make up such a sign.

We should get some stencils made up that can be used to letter the
refuse cans and another sign for the charcoal burners in our parks.

If we indicate at this time to the School District we will be able
to get help in various areas from the Tec. School under a federal
grant whereby we only have to pay 20~ an hou~ for this fall. This
would include clerical, park maintenance, repair work, painting,
etc. This was agreed upon. This would be for three or four hours
a day during the school year.

We will hold up building permits where culverts have not been put
in. Under our new zoning and platting revisions, if the culvert
is not put in and one is needed, then the occupancy permit will
not be issued until the culvert is in. This was turned over to
the Building Inspector.
