N.W., ANDOVER, MINNESOTA 55304 <br />(763) 862-4200 FAX (763) 862-4201 <br /> <br />April 5, 2004 <br /> <br />Patrick Trudgeon <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />RE: Preliminary Plat <br /> Alpine Woods <br /> <br />Dear Patrick, <br /> <br />We have reviewed the Preliminary Plat for Alpine Woods, to be located west of CR 57 (Sunfish Lake Blvd) and north of <br />157 Lane NW within the City of Ramsey, and [ offer the following comments: <br /> <br />CR 57 has an existing right of way corridor of 120ft within this area. Consequently, no additional right of way will be <br />required at this time. <br /> <br />It appears that there are moderate Intersection Sight Distance deficiencies at the proposed local roadway intersection <br />for the Case [liB (Conditions 1 & 2) and the Case IIIC requirements. Because the deficiencies.are caused by the <br />horizontal and vertical ali~mament changes on CR 57, they are considered non-correctable without extensive <br />reconstruction of CR 57. There are also severe deficiencies for the Sight Corners (Formerly Case l) in the northwest <br />corner of CR 57 at 157 Lane, and there are moderate deficiencies for Case IIIC condition due to the vertical <br />alignment change on CR 57. Please note that no planting or business signs will be permitted within the county right of <br />way. Care must be exercised when locating signs/plantings/benns/etc, outside of the county right of way, so as not to <br />create sight obstructions t'or vehicles at these intersections. The City/Developer shall ensure that all applicable <br />Intersection Sight Distance requirements are met to the fullest extent possible for this development. <br /> <br />All lots within the plat have access to the local roadway system, and no direct access points to CR 57 will be permitted: <br />In addition, any existing driveways/entrances along CR 57, shall be removed in conjunction with this development, <br />and the ditch' section, grade and slope restored (all existing residential'access points along CR 57 will need to be <br />relocated onto the proposed local roadway). The right of access along CR 57 is to be dedicated to Anoka County with <br />an exception fbr the new local roadway intersections. No direct access to CR 57 will be considered or approved. <br />Please note that Anoka County Highway Department's intersection spacing guidelines are not met for the new <br />proposed local roadway between CSAH 5 and 157 Lane. However, given the fact that a local roadway intersection <br />has been approved for the Alpine Acres Plat on the east side of CR 57, we will permit the this proposed local roadway <br />intersection on the west side of CR 57 provided it lines up directly opposite the proposed roadway in the Alpine Acres <br />Plat. It is possible that at some point in the future, the access and local roadway spacing along CR 57 will need to be <br />revisited, and some access points may become right in/right out. <br /> <br />We are pleased to see the proposed local roadway stubbed out for future' expansion/development to the north. <br />However, it should be noted that ACHD would not consider any additional local roadway intersections with CR 57 <br />between the north boundary of this plat and CSAH 5. <br /> <br />Affirmative Action I Equal Opportunity Employer <br /> <br /> <br />
