Patrick Trudgeon <br />Re: Preliminary Plat - Alpine Woods <br />April 5, 2004 <br />Page 2 <br /> <br />The approved improvements to CR 57 for the Alpine Acres Plat on the east side of CR 57 include a northbound right <br />turn lane and a southbound [eft turn lane at Sodium Avenue. These plans were approved prior to the submittal of the <br />Alpine Woods Plat and the proposed local roadway on the west side of CR 57 associated with this plat. However, now <br />with this development of Alpine Woods, the CR :57 roadway improvements will have to be modified at this time to <br />include both northbound and southloound CR 57 left, thru and right turn lanes at Sodium Avenue. Additionally, a <br />southbound CR :57 right turn lane will need will be required to be created at 153~d Lane NW. An engineering plan <br />review fee will apply to this project (estimated at $3:50.00-$600.00). The costs associated with the design and <br />construction of the turn lanes shall be the responsibility of the City/developer. For your information and use, we have <br />attached a concept plan for the turn lane construction (see attached). Because a permit for right turn lane and bypass <br />lane construction on CR :57 at 153~d Lane NW has alreads; been issued to the contractor for the Alpine Acres plat, that <br />permit will need to be temporarily suspended and modified until revised engineering plans are submitted and approved <br />by this department which include the necessary plan changes associated with the need for NB and SB .left, thru and <br />right turn lanes (in lieu of the ¢onstrnction of a SB CR 57 bypass lane at 153~d Lane NW). Please contact Andrew <br />Witter, Construction Services Engineer, for further information regarding the engineering plan review process. <br /> <br />Calculations must be submitted along with a grading and erosion control plan that delineates the drainage areas for this <br />site. The post-developed rate/volume of runoff shall not exceed the pre-developed rate/volume of runoff for the 10- <br />year, critical design storm. Please submit the drainage calculations, grading and erosion control plans, and turn lane <br />construction plans along with the ACHD Design Requirements Checklist for County Highway modifications (copy <br />attached) and the applicable engineering plan review fee to Mr. Witter for his review and approval. If the City wishes <br />to meet with county staff to discuss any of these county highway modifications prior to the submittal of formal <br />engineering plans, we would be happy to do so. <br /> <br />It should be noted that residential land use adjacent to high~vays usually results in complaints regarding traffic noise. <br />Traffic noise at this location could exceed Noise Standards established by the U.S. Department of Housing and Urban <br />Development, and the Minnesota Pollution Control Agency. Anoka County Policy regarding new developments <br />adjacent to existing County highways prohibits the expenditure of highway funds for noise mitigation measures. The <br />City and/or Developer should assess the noise situation and take any action deemed necessary to minimize associated <br />impacts at this site from any traffic noise. <br /> <br />A permit for work within county right of way is required and must be obtained prior to the commencement of <br />construction (pe,'mit for Work Within County R/W = $110.00). License Permit Bonding, methods of construction, <br />design details, work zone traffic control, restoration requirements and follow-up inspections are typical elements of the <br />permitting process. Contact Roger Butler, Traffic Engineering Coordinator, or Josie Scott, Traffic Engineering <br />Technician, for further information regarding the permit process. Installation of any necessary permanent traffic <br />control devices within the county right of way for this proposed development will be coordinated, installed, and <br />maintained by this department as part of the permit process. If any pavement marking removals on CR 57 are required <br />in conjunction with this project, they will be the responsibility of the Developer. <br /> <br />Thank you for the opportunity to comment.
