Alpine Woods <br />Preliminary Plat Review <br />Revised: April 23, 2004 <br /> of 4 <br /> 1. Staff suggests that the public street between CR 57 and Uranium Street be named !55th Lane <br /> NW. If the stub street south of 154th Court is to be included in the plat it should be named <br /> 153rd Court NW. <br /> 2. Uranium Street (the northerly stub street) must be provided with a temporary road easement <br /> having a radius of 60 feet, and a temporary paved cul de sac having a radius of 50 feet. The <br /> plan submitted proposes that these dimensions be 55 feet and 40 feet, respectively. It is <br /> suggested that the bulb be offset to the north or the south and that one of the above lots be <br /> platted as an outlot until the street is extended northward. The temporary bulb may also be <br /> located on the property to the north if an appropriate easement can be obtained. <br /> 3. Similar to item #2 above, if 153rd Court is to be Platted is must also contain a temporary cul <br /> de sac. Alternatively, this future street could be platted as an outlot. <br /> 4. Information on the horizontal and vertical curves for the street must be submitted. <br /> 5. A sidewalk pedestrian ram should be added to the sidewalk crossing from 155th Lane to <br /> Uranium Street. This may require that the drivewayto the existing home on Lot 2 Block 4 be <br /> relocated slightly to the north. <br /> 6. The storm line CB7 to CB8 must be changed from a 12 inch pipe to a 15 inch pipe. The line <br /> f?om CB 11 to CB 12 may be a 12 inch pipe. <br /> 7. The two inlets into Pond A should be combined, or the inlet/outlet arrangement should be <br /> redesigned to reduce the potential for short circuiting. <br /> <br />Access to Lots: The proposal includes a public road that gains access to the plat from 153rd Lane <br />NW and CSAH 57 (Sunfish Lake Blvd.). The Sunfish Lake Blvd. access will be directly across the <br />street from an access to the Alpine Acres townhome development. The proposal also provides for a <br />future connection to the remainder of High Point 2nd Addition to the north. <br /> <br />Staff has submitted the preliminary plat to Anoka County for review and comment. The right-of- <br />access along Sunfish Lake Blvd. will need to be dedicated to Anoka County. All existing residences <br />to remain after platting will need to be rerouted to the local residential street. It should be <br />anticipated that additional turn lanes will be required by the County as a condition for the access <br />onto CR57. <br /> <br />Noise Mitigation: The review letter from Anoka County notes that residential noise standards may <br />be exceeded and that County policy prohibits the expenditure of highway funds for noise mitigation <br />efforts. The City should consider whether to require an analysis of the potential for the noise <br />standards being exceeded, and requiring the developer to install appropriate noise mitigation <br />measures, or whether the City wishes to adopt a policy similar to that of the Couhty to prohibit the <br />expenditure of funds for noise mitigation measures adjacent to County highways. Staff recommends <br />the latter option. Either such a policy should be adopted prior to final plat approval, or the <br />development agreement should contain a provision for analysis and mitigation with regard to noise <br />standards. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water which would access the <br />plat from the Alpine Acres development to the east. A 30-inch sanitary sewer has been brought to <br />the west side of Sunfish Lake Blvd at a point approximately 70 feet north of 155th Lane. The <br />sanitary sewer utility plan shows this trunk sewer to be extended along CR57 to the north line of the <br />plat, and then west to the west plat boundary.
