Final Plat and Site Plan Review: Ramsey Town Center 2nd Addition <br />April 23, 2004 <br />Page 2 of 5 <br /> <br />Grading and Drainage: Please refer to the City's Engineering Review Letter dated April 15 for <br />further comments related to the grading and drainage plans. These plans should be submitted to the <br />Lower Rum River Watershed Management Organization (LRRWMO) for a permit. Calculations do <br />not need to be submitted to the LRRWMO but the submittal should reference the master calculations <br />and the drainage structures impacted. <br /> <br />You have provided information regarding the rain garden located on the western side of the. <br />development, including pictures of typical planting material proposed to be used in the rain garden. <br />Staff will present this information to the City Council for their review and approval. <br /> <br />Easements/Utilities: Please refer to the City's Engineering Review Letter dated April 15 for <br />further comments related to required easements and the utility plans. The City will require <br />review of the trail easement doCument along Ramsey Blvd. before releasing the plat for <br />recording. <br /> <br />Park Dedication/Trail Development: Under the Mas{er Development A~eement between the City <br />and the Ramsey Town Center LLC, a 90'-day window was set aside to discuss matters pertaining to <br />park and trail dedication fees. This 90-day period originally ended on December 17, 2003. The City <br />Council has extended the review period several times. At this point an agreement with the parks <br />have not been reached. Therefore, until the park matters are agreed upon; the City will require <br />payment o~' the required park dedication and trail fees and place them in an escrow. The escrow will <br />be released once an agreement between the City and the Developer on park dedication is reached. <br />The escrow for the park dedication fees is $226,000.00 (103 units x $2200 per unit). The escrow for <br />the trail development fees is $56,650.00. These fees must be supplied to the City prior to release of <br />the final plat mylars ~br recording. <br /> <br />Stormwater Trunk Fees: The 2004 Stormwater Trunk Fee is $3')5.00 per unit. The tOtal <br />amount due is $38,625100. This fee will need to be paid prior to the release of the final plat <br />mylars. If the project consists of phases, the fee in effect at the time of that particular final plat <br />will be charged. <br /> <br />Sewer and Water Trunk Fees: The 2004 Sewer and Water Trunk fees are $1,923.00 per unit. <br />The total amount due is $198,069.00 These fees will need to 'be paid prior t° the release of the <br />final plat mylars. If the project consists of phases, the fee in effect at the time of that particular <br />final plat will be charged. <br /> <br />Townhouse Design/Architectural Standards:. Staff has received architectural elevations and <br />floor plans ~br the units. The development is proposing two different attached housing styles <br />(row house units and back to back units). Both styles will have exterior materials comprised of <br />tiro'ce different types of vinyl siding, with one style a "shaker" style to provide some variety and <br />texture. You have indicated that you will utilize 3-4 color schemes (white, medium gay, sand, <br />and clay) with the fascia being either white or a dark color. You have also indicated to staff that <br />you will be utilizing accents of green and terra cotta around certain architectural features as well <br />as on the doors and porches. There will be masonry (rock-face block) below the window sills on <br />the first floor. The roof will be comprised of asphalt shingles of a complementary color. The <br /> <br /> <br />
