-3-
Regular
Council

9/13/76

Mr. Carda reported on his findings. He has also contacted all
of his neighbors and they have agreed to his having the dog
facility. He has 3-3/4 acres of land on Sunfish Lake Boulevard.
He can have a 15' X 20' building moved in at a reasonable cost,
place it on a cement slab and partition it in accordance with
State requirements.

Councilwoman Oliphant asked if he worked during the day.

Mr. Carda replied that his company is presently on strike but
that he works on the second shift normally. He explained how
he would handle the calls. ~

Mayor Cox asked if he was asking for a guaranteed job of $350.00
per month.

Mr. Carda said he had to invest $1200 to $1700 for the building
and heating and cooling system and had to purchase materials for
the walls so he would like some assurance on getting back some
of his investment.

Councilwoman Oliphant asked what type of vehicle he would use.

Mr. Carda replied he plans to use his car for dogs and has a two
ton truck for larger animals.

Mayor Cox asked for questions from Councilmembers.

Councilman Gorham inquired about acceSs to his property~

Mr. Carda replied that he would be using his own driveway and it
has a turnaround wide enough for two or three trucks.

Mayor Cox asked if he had close neighbors.

Mr. Carda replied to his left R. Ehalt and to his right Ives, Lion,
Scroggins and Wilson.

Mr. Ehalt stated he was concerned about the noise. He checked
with the neighbors of the preVious dog catcher. One said they
heard them occasionally and other said you get used to the noise.
But the building used for boarding the dogs was the basement of
a barn, all stone construction which would have muffled the noise.
And the closest neighbor was 450 feet away.

Mr. Ehalt said he spoke to his neighbors and they informed him
they had signed without thinking. He doesn't feel anyone would
like living next to the dog kennel.

Darla Walton said selling dogs for research is not human and
doesn't think this should be done. She would rather see them
put away.

Kathy Schneider said there are no dogs in the neighborhood that
are not penned up.- dog catcher would be located in an area where
there is no dog problem. But, we do have dog noise now. They all
bark.
