get together with Attorney Goodrich and Engineer Sha. <br /> <br /> -7- <br />Regular Meeting Council <br />9/27/76 <br /> <br />Another meeting was held on Thursday between Don Otter and his Engineer Sunde along with <br />Attorney Goodrich and Engineer Sha. Mayor Cox reported that they had presented a <br />contract with the City of Anoka, which Ramsey's Council has a copy. The meeting ended <br />in a heated discussion with Mayor Cox telling Mr. Otter that the City of Ramsey has <br />had enough. The Mayor said the City of Ramsey needs assurance that at the end of <br />five years there will be more capability for continuing operation and monetary value <br />for Ramsey. <br /> <br />Mayor Cox said Engineer Sha is working on a seven year plan at present and he feels <br />that headway will be made soon in the negotiations now that Waste Management realizes <br />that Ramsey is serious about this matter. <br /> <br />Mr. Welsh-auto situation. <br />Attorney Goodrich reported that he was directed at the last meeting to write to <br />Mr. Welsh concerning cars on his property. He spoke to Mr. Welsh and felt it <br />best if Mr. Welsh came before Council with the problem. <br /> <br />The cars belong to Mr. Welsh's son, Steven Welsh, who operates a business on Highway 10, <br />and he is storing the cars at his father's because of the vandalism that is occuring <br />at his place of business. <br /> <br />Mr. Welsh owns two cars and three trucks, all licensed and insured. Mr. Welsh indicated <br />to Council that he will part with the trucks only when he is done using them and <br />in another year or so he will have only one car. <br /> <br />Mayor Cox told Mr. Welsh that Council did not get pleasure out of getting involved <br />in this, but when complaints are received Council has to investigate the matter and <br />follow up on it. <br /> <br />Attorney Goodrich indicated there is no problem with Mr. Welsh's licensed vehicles <br />but rather his son's cars are creating the problem. <br /> <br />Mr. Welsh asked if he could have permission then to put up a 40' X 70' steel <br />building. <br /> <br />Council explained that doing this would involve zoning and he would have to meet <br />the requirements under the zoning ordinance for a business on his property. <br />Council consensus was that the problem would have to be alleviated by his son <br />removing the cars from the property and this would have to be accomplished by <br />November 1, 1976. The matter is to be on November 8th Agenda. <br /> <br />Attorney Goodrich said he could have no more than a total of five cars at one <br />time on his property to be within the law. <br /> <br /> NEW Appointment of ~la.nni~ & Zoning Com~issio.n n.e~ members <br />BUSINESS Motion by Councilman Reimann, seconded by Mickelson to appoint Ken Peterson to fill <br /> the position on the P & Z Commission to replace Dennish Klohs and his term will <br /> expire in April of 1980; reason for choosing Mr. Peterson is because he is more <br /> than qualified to fill the position and he has been on the P & R Commission previously. <br /> <br />Jean Schlueter questioned Mr. Peterson's reasons for wanting to be on P & Z Commission. <br /> <br />Mr. Peterson replied that he is concerned about City government, he is a high school <br />teacher presently teaching a class dealing with planning and preparing for the future <br />and he has served for four years on the Park and Recreation Commission and further, <br />feels he will be an asset to the P & Z Commission.
