-3- <br />Regular Council Meeting <br />October 12, 1976 <br /> <br />Councilman Gorham stated that as far as the contract with Mr. Nereson, it should <br />state November 1, 1976. <br /> <br />Motion by Mickelson, seconded by Reimann to accept the 9/27t76 regular minutes <br />as corrected. <br /> Carried 5 Ayes <br /> <br />September 29, 1976 Budget Meeting. <br />Motion by Gorham seconded by Mickelson to approve the minutes of the Special <br />~Ei-ng held on September 29, 1976 regarding the budget. <br /> Carried 5 Ayes <br /> <br />October 1, 1976, Budget Workshop. <br />C~uncilwo~an U~iphant said the meeting was scheduled after Council had <br />adjourned the meeting on 9/29/76, after she had left City hall. <br />She said she objects to that kind of procedure. <br /> <br />Councilman Reimann replied that he was notified of the meeting shortly before <br />the meeting and felt it was his duty to attend. <br /> <br />Councilman Gorham objected and stated that no four Councilpeople set up a meeting <br />after Mrs Oliphant left. He said it is up to the Mayor to schedule special meetings. <br /> <br />Attorney Goodrich read the ordinance. <br /> <br />Councilwoman Oliphant said she is not concerned about a matter of legality but <br />of courtesy of one Councilmember to another. <br /> <br />Mayor Cox said that Councilpeople were notified the following day of the meeting. <br /> <br />Motion by Councilman Reimann, seconded by Councilman Mickelson to accept the <br />October 1, 1976, Special meeting as sent out. <br /> Carried 4 Ayes <br /> Oliphant abstained due to absence <br /> <br />Letters & Communications <br />Presentation of Plaque to Mrs. Jean James in appreciation of work on Ramsey's <br />History Book. <br /> <br />Mayor Cox presented the plaque to Mrs. James stating it gives him great pleasure <br />to present this to Mrs. James for her work on the History Book. <br /> <br />Mr. Vidrine, Anoka County District Conservationist, gave a presentation on <br />a proposed wetland survey. <br />Mr. Vidrine said a letter has been sent to Council by Chairman of the soil <br />conservation district. The study would be done municipality by municipality <br />They considered doing Ramsey first probably because it would be one of the <br />easiest to do. He explained the process to Council. <br /> <br />Council consensus is that the study would be beneficial to the Council and <br />Commission of the City in plat review etc. <br /> <br />Old Business <br />Landfill status. <br />Attorney Goodrich gave a report on the status of the landfill since the September <br />27, 1976, meeting. They are hopeful that a conceptual agreement will be made. <br />He displayed a map of a proposed development plan for the landfill. He also <br /> <br /> <br />
