-4- <br />Regular Council Meeting <br />October .12~ 1976 ' <br /> <br />reported on the monetary value the City of Ramsey would receive. Also Waste <br />Management has agreed to pay the $28,000 easement acquisition bill on Sunfish <br />Lake Boulevard by October 25, 1976. <br /> <br />Mayor Cox backgrounded the audience on the landfill from township government to <br />present. He said the landfill operated since 1972 without a reasonable contract. <br /> <br />Engineer Sha said the ramifications and concern are in the contract itself. <br />Things we thought would be reasonable to ask for. The next step is three <br />contracts: Waste Management and Anoka, Waste Management and Ramsey; and <br />Anoka's conveyance to Ramsey. His reaction is that it doesn't make that <br />much difference to Ramsey who owns the property purchased for public purposes <br />as long as Anoka signs its interest to Ramsey after five years. <br /> <br />Discussion held on the appropriate amount of bond. <br />Consensus is that the bond would have to be in an amount sufficient enough to <br />protect but not overbond and that at a future time the bond may be decreased. <br /> <br />Mayor Cox stated he is concerned about the sludge pot which was dyked in with <br />pilings. He asked how long it was in operation and that it was entirely in <br />violation of the contract. <br /> <br />Mr. Otter replied that they did not start the landfill operation and the sludge <br />operations were there prior to their coming. He guessed roughly that the sludge <br />operation had been for a period of two years. <br /> <br />Mayor Cox said heavy metal and contamination is of great concern and a serious <br />part of pollutant caused by the sludge operation has all been covered. <br /> <br />Waiving of permit fee and license fee for the Ramsey Elementary School warming <br />house. <br />Motion by Councilman Gorham, seconded by Councilman Reimann to waive the building <br />permit fee for construction of the warming house subject to checking by the building <br />official of whether the surcharge will have to be paid. <br /> Carried 5 Ayes <br />Motion by Councilman Gorham , seconded by Councilman Reimann to waive the license <br />~r Pat Boland for a contractor's license fee in construction of the warming <br />house. <br /> <br />Contract between the City and Blaine Midway All Pets. <br />Attorney Goodrich went over the contract with Council. Calls to the Animal <br />Control are to be made through police or city hall. A notice of animals impounded <br />is to be posted on the bulletin board at city hall. Dogs that have bitten persons <br />are to be retained for a ten day period. Cancellation can be 30 days by either <br />party. <br /> <br />Blacktopping contract between the City and Mr. Klemish. <br />Mr. Klemish asked if there is any chance of lowering the bonding requirement <br />because of the Class 5 bei~.ng $t4~00Q, i~ ,~ ~ <br /> <br />Council said he should bring in a bid and show that it is less than $14,000. <br />And they told Mr. Klemish that it was agreed that they will have a regular <br />contract. <br /> <br />Mayor Cox complimented Mr. Klemish on his efforts in putting a fire out on <br />the west end of his addition. <br /> <br /> <br />
