Item to be on December
6, 1976, Planning & Zoning Commission Agenda.

James Martin appeared on behalf of his .Mother, Dorothy Hanson, concerning her
farm on Highway 10 in the Traprock~a~ea. He wrote a letter to the Governor and
gave copies of the letter to Council. According to the way they are drawing up the
regulations, it will make the site unbuildable.

Mayor Cox said the City will check into it and get back to him.

Phil Nereson reported that he and Attorney Goodrich will attend a meeting on
November 17th to meet with representatives of the Department of Natural Resourses.
Mr. Nereson said he will get back in touch with Mr. Martin after that meeting.

A copy of Mr. Martin's letter will be forwarded to Attorney Goodrich.

Jean Schlueter, Juniper Ridge Drive asked what are the terms of Mr. Nereson's
employment and his title and if the Special meeting minutes of November 4th are
going to be approved tonight?

Answer: Mr. Nereson's title is Administrative Assistant to the City Council.

The terms of his employment are spelled out in his contract on file at City Hall.
Minutes will be approved at the next Council meeting.

Les Wirz--Revision of Land Values.

Mr. Wirz told Council that if the City of Ramsey stayed at last years rate for
agriculture classification that according to other three cities in the area we
will have to do some changing or there will be some problem.

Mayor Cox asked if "Green Acres" is still in effect. Mayor Cox also asked if the
County is still evaluating the land in tiers.

Lester Wirz answered affirmatively. He said the sales of land reflect more than
last years rate and that is where they establish the land values. Green Acres will
keep the valuation down on agriculture land no matter how it goes on the assessing
books. ~
Mayor Cox reported on Green Acres qualifications: 1. The property has to provide

a certain amount of gross income, and if you are in Green Acres and sell they can

go back and pick up taxes for the last year? Intention of having Green Acres is to
have agricultural land and keep it for that use. 2. You must have ten acres or more.

Councilman Gorham, with this in mind it tells us that we should try to get assessment
close to our neighboring communities or we will have problems with County Assessor.
Green Acres does protect farm land.
