Page 4 <br />C/November 8, 1976 <br /> <br />Ramsey should consider a forestry department and possibly an ordinance of its own. <br />Ramsey presently operates under State shade control ordinance. <br /> <br />Trenching very important for Oak Wilt. Consideration should be given to budgeting <br />for a trenching machine. He urges replanting of new trees, utilization of his slide <br />shows, use of control zones. Also, he could use someone who could work with him <br />on tree inspecting to create continuity in the program. There is a 20 day removal <br />requirement, which is a burden especially to Elm. The State is recommending a <br />larger budget for the tree program 78/79, especially for cities losing a lot of Elms. <br />Consideration should be given to recycling of diseased trees and money used toward <br />purchase of a trencher. <br /> <br />Councilman Gorham said the tree inspector should have certification on all new <br />plats. The Building inspector also is to be made very aware to enforce tree <br />plantings in accordance with the City ordinance before giving occupancy permits on <br />buildings. <br /> <br />Mayor Cox stated that people in the community should realize that they will loose <br />their Oak trees and should try to replant now. <br /> <br />PARK & RECREATION COMMISSION REPORT <br />Kathy Schneider reported that a meeting of the Park & Recreation Commission was held <br />on Thursday, October 28, 1976, She expressed a desire for the P & R to meet with <br />Council and P & Z on November 23, 1976. The meeting is scheduled for that date. <br /> <br />OLD BUSINESS <br />Bob Yentsch -- road easement acquisition on 171st between Bison and Zeolite. <br /> <br />Mayor Cox reviewed the bus company request for extension of Bison to Zeolite at 171st. <br />Mr. Yentsch indicated he would like to subdivide his lot in conjunction with the <br />request for the road easement. Attorney Goodrich had directed him to Council with <br />his request. Mr. Yentsch feels he will have too much frontage the way his lot is <br />now if sewer and water comes in, causing an economic hardship on him. <br /> <br />Councilman Gorham stated he did not feel that this is a good reason for subdividing <br />because he feels Council would encourage larger lots in his area to discourage the <br />necessity for sewer and water. <br /> <br />Mr. Yentsch asked about blacktopping of streets being assessed against the property. <br />Mayor Cox replied that people have petitioned for streets in the past, and when they <br />come before Council and find out how much it costs, they have dropped the subject. <br /> <br />Mr. Yentsch was directed to appear before Planning & Zoning with the subdivision request. <br />Mayor Cox said it would be in the best interest to deed the road easement over to the <br />City for safety and ability of school buses to serve that area. He said that there <br />would eventually be a road there. <br />Mr. Yentsch agreed that someday a road would probably be there. <br /> <br /> <br />
