Regular Council Meeting
December 13, 1976, Pg. 2

MQtion by Reimann, seconded by Go~ham to have the' City Administrative Assistant
check Jout to see that the street name and s.ign is changed back to Beatty Avenue.
4 Ayes

Council concurred with the change because there are no homee on this street,
there is no alphabetical listing of streets along Highway 10 and for its historical
value.

Mayor Cox asked Adm. Asst. Nereson to contact the sChool bus company to see
if reasonable arrangements can be made to have the bus make its stops other
than on Highway 10. The bus is stopping.in the traffic lane ~hich creates a
hazardous condition. Also, ask what other areas on Highway 10 have this
same problem so measures to try to alleviate this problem can be effected.

Letter to Mary Hassett relative to her resignation as Associate Director of
Ramsey Community .School thanking her for a job well done. Adm. Asst. Nereson
to prepare for Wednesday evening.

Letter from Ramsey School Advisory Council requesting members of Council to
attend their meeting on Thursday, December 16, 1976, at 7 P.M., at Ramsey School.
The letter indicates they would like a councilmember to serve as a permanent
member on the Advisory Council.

Precinct Designation.
Administrative Assistant presented a memo regarding redistricting of precincts
within the City. After meeting with election chairpersons, Mrs. Barstow and
Mrs. James an alternative plan is proposed. This third plan is considered most
feasible. Mr. Nereson read proposed Resolution No. 28 establishing voting
precincts within the City of Ramsey.

Motion by Reimann seconded by Gorham to adopt Resolution No. 28, Establishing
Voting Precincts within the City of Ramsey. (Plan #3)
4 Ayes

Mayor Cox asked that the staff prepare a new city directory for people in the
community.

Policy Decision-Subdivision Control in'Transitional'and RUral'Areas.

Adm. Asst. Nereson read proposed Resolution 29, #1 proposi~ng a 5 acre minimum
lot size in the Transition Area and 10 in the Rural Area. '#2 proposing
a minimum lot size of 5 acres in Transition and 5 acres in Rural Area. #3
proposing 2½ acre minimum lot size in Transition and 5 acres in Rural Area.

Mayor Cox asked for questions from citizens. No response.

Councilman Gorham favors plan #2. Mayor Cox favors plan #3.
A lengthy discussion was held concerning pros and cons of both plans.

Some points made by Mayor Cox were: restrictions should not be so strong that
we do not have an opportunity to economically survive and he do, not want to
see increases in residential population, but rather commercial development that
will create a good solid tax base. He feels the Urban Area should be in SE
corner of the City and that the Transition Area does not have much land left
that is developable. He feels sewer will be brought on by existing homes in
the Transition Area.

Councilman Gorham voiced disagreement that the Transition Area will require
sewer if that is all the development in that area but more density allowed
