He <br />said the house was unsafe for occupancy. He feels we should issue <br />a condemnation sign for this property. They would then have 72 hours <br />in which to make a reply. Mr. Casper was instructed by the Council <br />to proceed with condemnation on this house. <br /> <br />~~~ Mr. Cox read a letter from Mr. Ed. Fields to the City <br />of Anoka concerning the landfill. Mr. Ray Ketlis from Waste Manage- <br />ment of Minn., Inc. introduced Mr. Don Otter, Mr. Dave Pearre, and <br />the president, Mr. John Pacey, engineer, from the same company. Mr. <br />Pacey is with McCon associates a subsidiary of Waste Management. <br />Mr. Kellis said in the past they have dealt with the City of Anoka <br />on a contract arrangement with them. Anoka doesn't want to be in <br />the landfill business any more. They are here to get the feelings <br />of City of Ramsey about this matter. They don't know what their <br />arrangement is at the moment until they find out what our feelings <br />are about this matter. Mr. Cox asked Mr. Kellis to present his <br />ideas on this landfill. They are at present operating Phase I. <br />It is 1800 feet in length and 500 feet on the east end. There <br />are houses on the west side that abut the landfill and houses on <br />the east of it. Phase I will be filled to 920 foot elevation. It <br />will be completed this fall. Anoka brought sludge from their dis- <br />posal plant out to this landfill until January 1st of this year. <br />Now they are using some on the golf course and some on the fair <br />grounds. Phase I was to be from 1972 to 1977. They are ahead of <br />schedule here. Phase II is about the same ~size as Phase I. Phase <br />II will be brought to an elevation of 920 feet between 1978-1983. <br />Phase III time schedule is 198~-1997. Phase IV was not engineered <br />for landfill use. Concept in 1972 was submitted in 1972 and was <br />approved by the Town Board .at that time. The City of Anoka felt <br />they wanted a ski hill on this property. Total area of the land- <br />fill is 160 acres. They are developing ~3 acres out of the 160. <br /> <br />Mr. Reimann feels there should be covering on these landfill <br />mounds before the top soil is replaced. The state and county get <br />reports. Monitoring progress has been going on. Ramsey has re- <br />ceived only an annual test report. Mr. Reimann asked if they had <br />gotten any settling. Mr. Kellis said the only settling he had <br />experienced was that of heavy snow. He asked about a bond. The <br />amount was $10,000. The government has increased it to $25,000. <br /> <br />Mr. Cox read minutes from the meeting on the landfill with the <br />City of Anoka on July 1972. Mr. Cox read an agreement on the <br />landfill signed by Mayor Elvig of Anoka. Mr. Cox asked Mr. Pearcy <br />if he was acquainted with the entire area. He replied only with <br />the area being used for the landfill. The County has not approved <br />Phase III. Mr. Kellis said the County wants to keep track of what <br /> <br /> <br />
