He said Anoka wanted to sell it to the <br />County. He thinks they wanted to get rid of the Ramsey problem and <br />the pollution problem. They are here because they want to find <br />out Ramsey's feelings on this matter. <br /> <br />Mr. Gorham asked what their time schedule was on this landfill. Mr. <br />Cox asked daily tonnage. Mr. Kellis said they operated in yards. <br />They get about 2500 yards a day in the summer. Question: Is there <br />any set procedure to put a sealer to limit seepage? Mr. Pearcy <br />answered that some areas you don't need a liner and some do accord- <br />ing to the soil types. Mr. Reimann asked if you can provide a <br />liner system and would he recommend it? Mr. Pearcy said you can <br />provide a liner and he would have to talk to Mr. McKee, the designer, <br />before he could make a recommendation. Mr. Kellis said the landfill <br />does not accept industrial liquid wastes. Mr. Pearcy said the sludge <br />that is up there {s there. He said he would have to analyze the <br />sludges that are there. <br /> <br />Mr. Cox read an article on hazardous chemicals such as insecticides <br />put out by the Environmental Protection Agency. <br /> <br />Mr. Scroggins: When the wind comes from the west we can hardly take <br />a good breath. You can hardly go outside. <br /> <br />Best way to eliminate odors from a landfill is to b~y them <br /> at <br /> once. <br />This is especially true on a hot, windy day. Mr. Cox^- ~aid these <br />minutes should be discussed by the PCA, D&R and the City of Ramsey <br />Council. <br /> <br />Waste Management of Minn. Inc. operates 52 landfills in 27 states <br />and also in Canada. They have a responsibility to Ramsey and their <br />employees. <br /> <br />Mrs. Oliphant asked what the benefits would be to Ramsey if they <br />took it over. Answer was commercial and industrial growth because <br />of the ski slope. <br /> <br />Mr. Cox asked how far Phase I is away from the north property line. <br />Mr. Kellis replied about 25 feet. He said there are three land- <br />fills made into ski slopes at this time. <br /> <br />Mr. Cox gave the agreement date as Feb. 5, 1971. <br /> <br />Mr. Kellis said when people can't bring things to the landfill, <br />they will dump it in a swamp. <br /> <br />Mr. Cox asked Mr. Sha if he had any questions. Mr. Sha said he <br />does not believe the City of Anoka has the privilege of walking <br />away from this thing. Right now we have 7 or 8 acres of flat land. <br /> <br /> <br />
