City of Ramsey - Minutes
Council Meeting - Augusl 11, 1975
Page Three

Mr. Reimann moved that the request for a beer license from the Lions
Club for August 22nd at the Ramsey School be denied on the grounds
that the city ordinance prevents the sale of beer within 1,000 feet
of school property. Mr. Mickelson seconded the motion. Motion carried
unanimously.

Riverside West Preliminary Plat:

Engineer Fricke indicated that the plat proposal met all requirements
of the city subdivision ordinance and had been approved by the
Planning & Zoning Commission. It was noted that the Environmental
Quality Council had been contacted because this property'is adjacent
to the Mississippi River and Chairman Sorteberg supplied a letter
received from the EQC. The question of dedicating park land was
discussed and the owner indicated that two acres along the River
would not be developed. There was discussion of the County park that
is near this property. There was also a discussion of the relationship
of the road system in the plat to existing crossovers in Trunk Highway
#10. The question of removing a crossover was discussed and it was
indicated that in cases where this had been done near the Tech Center
some hardship for the adjacent properties occurred. The owner informally
agreed that a scenic easement adjacent to the River would be given at
the time that the final plat was approved. Mr. Gotham moved that the
City Council accept Riverside West preliminary plat provided that a
cash fee as provided in the Ordinance be paid in lieu of park dedication
but further provided that a scenic easement adjacent to the river shall
be provided by the owner at the time final plat approval is requested.
Mrs. Oliphant seconded the motion. Motion carried unanimously.

Carson-Holm Plat:

There was an informal discussion regarding the proposed plat in advance
of a public hearing which has been set for August 20th to consider the
rezoning necessary to conform with the proposed sketch plan. It was
indicated that the necessary legal descriptions had been prepared for
the rezoning publications. Some discussion was given to the possibility
of dedication of land to the City for expansion of the shop and equip-
ment building on the north side of existing municipal property. Mr.
Carson indicated that he would discuss this matter with his partner
and would be prepared to discuss it further with the Council at a later
date.

Rudy Peterson Proposed S.hopping Center:

Mr. Peterson presented preliminary plans for a proposed shopping
center on property across from the City Hall known as the Wildwood
Estates plat area. He indicated that his concern at this time was
to alert the City Council of the potential request for rezoning the
property commercial and further indicated that location of a Rum
River crossing in this area would affect the plan as drawn. No
action was taken on the matter.
