SPECIAL RAMSEY CITY COUNCIL MEETING <br />RUSSELL ADDITION WITH CITY OF ANDOVER <br /> April 8, 1975 <br /> <br />The meeting was called to order at 7:30 p.m. by the Mayor, Mr. <br />Cox. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and <br />Mrs. Oliphant. ~Present from City of Andover Council Mr. Schneider, <br />Mr. Holasek, Mr. ~indschitl, Mr. Rither, and Mrs. VanderLaan. Mr. <br />Babcock and Mr. Goodrich were also present. Mr. Clyde Russell, <br />developer of the plat under consideration was also present. <br /> <br />Mr. Schneider said they were under the impression that the roads <br />in this addition would be completed with Class V paid for by Mr. <br />Russell and the blade work done by Ramsey. Mr. Holasek said Mr. <br />Reimann had told them he wanted them to be aware of the fact that <br />Mr. Russell had a commitment for $3,000 to put Class V on these <br />roads. Mr. Windschitl said that in looking at the correspondence <br />and in talking to the two representatives that came to the meeting <br />at Andover from Ramsey, he found it difficult for him to understand <br />why it was let go when we knew of the problem on the roads in this <br />addition. He would like to know what the real agreement was with <br />the Town Board. Mr. Rither said he was left with the impression at <br />our meeting~ over at Andover that this situation was going to be <br />resolved. He would like to have it resolved once and for all. <br />Mrs. VanderLaan said that based on the infor~_~_ation from their en- <br />gineer, she felt these roads were not up to the specifications of <br />the Ra msey roads. Mr. Russell said the roads were built to the <br />Town of Ramsey specifications. He said houses were being built <br />and that there was one harrassment after another. He said it was <br />Ramsey Township's obligation to take care of the roads. He started <br />building these roads in 1968. <br /> <br />Mr. Reimann said Mr. Russell had stated these roads were passed by <br />the Township. Mr. Reimann stated Mr. Russell started building these <br />roads in 19~8 but that he had sold the lots in two different areas. <br />Ne said he had gone out on the first roads that were built and <br />after a couple of years the To~wnship took it upon themselves to <br />upgrade the roads. Then .~ Russell put in another section of de- <br />velopment and that is what we are talking about now. These roads <br />were supposed to be upgraded to our specifications and they were <br />not. When Mr. Russell was a member of the Planning and Zoning Com- <br />missioner. Reimann asked him when he was going to get the roads <br />in the new section up to specifications and he said he was going to <br />ta~e care of them (Mr. Russell). He did not bring his roads up <br />to specifications. There were so many complaints on these roads <br />from the people living along these roads that Mr. Russell was called <br />into a Board meeting. At that time he made an agreement with the <br />Board to pay $3,000 for Class V and the Township would send in their <br />road equipment to prepare the roads and then level the Class V to <br />bring these roads up to specifications. Mr. Cox stated that Ramsey <br />requires the developer or owner of the property to bring the roads <br />up to specifications or the City will do it and assess the cost <br />back to the property that benefits from it.
