Mr. Nickelson moved we adopt the resolution be it resolved, that pursuant to statutory authority, the municipal engineer for and on behalf of the City of Ramsey is hereby authorized to request and obtain from the Minnesota Department of Highways, needed en- gineering and technical services during the year of 1975, for which payment will be made by the city upon receipt of verified claims from the Commissioner of Highways, and the MSA resolution for our highways No. 7~-31. Seconded by Mr. Reimann. Motion carried unan- imously. Mr. Mickelson moved the City Engineer may not commit the City for charges for engineering and technical services from the Minnesota Highway Department except upon prior authorization by the City Council. Seconded by Mr. Reimann. Motion carried unanimously. Mr. Mickelson moved be it resolved that pursuant to Section 161.36, Subdivision i through 6, Minnesota Statutes 1971, the Commissioner of Highways be appointed as agent of the City of Ramsey to let as its agent, contracts for the construction of portions of Municipal Streets, for the year 1975, and the Mayor and the Clerk are hereby authorized and directed for and on behalf of the City Council to execute and enter into a contract with the Commissioner of Highways prescribing the terms and conditions of such contracts in the form as set forth and contained in "Minnesota Department of Highways Agency Contract Form No. 30774, a copy of which said form was before the Council, assuming on behalf of the City all of the contractual obligations therein contained. Seconded by Mr. Gotham. Motion car- ried unanimously. Licensing: Mr. Goodrich: He described the procedures and the or- dinances we would need. He will get copies to the Council. Mr. Goodrich explained the job'.he, is doing for ~the City, especially the time that is being used on the police cases. Fire Contract: Mr. Goodrich will meet with Mr. Coleman, attorney for the City of Anoka, the end of this week. He will bring the contract back to the Council. Virgil Johnson: He came about his property on Highway No. 83 which is in disrepair. He said he-tore off the kitchen, intending to re- build this house and live there with his family. He dug a basement and put in the forms. He asked if he did not have any rights when it comes to his buildings and other people tresspassing on his pro- perry. He gave Mr. Nutter permission to drive across his property Now he said Mr. Bardie Weier says he cannot make people stop from driving across his property. Mr. Johnson feels his buildings should not be torn apart by kids, who have also broken all the windows. He doesn't feel he has been fairly treated. He admi~t-ed there were some buildings that should be torn down. Mr. Cox said he agreed with some of the things he said but he also said the Council still has to deal with this problem.
