Mr. Nickelson moved we adopt the resolution be it resolved, that <br />pursuant to statutory authority, the municipal engineer for and <br />on behalf of the City of Ramsey is hereby authorized to request <br />and obtain from the Minnesota Department of Highways, needed en- <br />gineering and technical services during the year of 1975, for which <br />payment will be made by the city upon receipt of verified claims <br />from the Commissioner of Highways, and the MSA resolution for our <br />highways No. 7~-31. Seconded by Mr. Reimann. Motion carried unan- <br />imously. <br /> <br />Mr. Mickelson moved the City Engineer may not commit the City for <br />charges for engineering and technical services from the Minnesota <br />Highway Department except upon prior authorization by the City <br />Council. Seconded by Mr. Reimann. Motion carried unanimously. <br /> <br />Mr. Mickelson moved be it resolved that pursuant to Section 161.36, <br />Subdivision i through 6, Minnesota Statutes 1971, the Commissioner <br />of Highways be appointed as agent of the City of Ramsey to let as <br />its agent, contracts for the construction of portions of Municipal <br />Streets, for the year 1975, and the Mayor and the Clerk are hereby <br />authorized and directed for and on behalf of the City Council to <br />execute and enter into a contract with the Commissioner of Highways <br />prescribing the terms and conditions of such contracts in the form <br />as set forth and contained in "Minnesota Department of Highways <br />Agency Contract Form No. 30774, a copy of which said form was before <br />the Council, assuming on behalf of the City all of the contractual <br />obligations therein contained. Seconded by Mr. Gotham. Motion car- <br />ried unanimously. <br /> <br />Licensing: Mr. Goodrich: He described the procedures and the or- <br />dinances we would need. He will get copies to the Council. <br /> <br />Mr. Goodrich explained the job'.he, is doing for ~the City, especially <br />the time that is being used on the police cases. <br /> <br />Fire Contract: Mr. Goodrich will meet with Mr. Coleman, attorney <br />for the City of Anoka, the end of this week. He will bring the <br />contract back to the Council. <br /> <br />Virgil Johnson: He came about his property on Highway No. 83 which <br />is in disrepair. He said he-tore off the kitchen, intending to re- <br />build this house and live there with his family. He dug a basement <br />and put in the forms. He asked if he did not have any rights when <br />it comes to his buildings and other people tresspassing on his pro- <br />perry. He gave Mr. Nutter permission to drive across his property <br />Now he said Mr. Bardie Weier says he cannot make people stop from <br />driving across his property. Mr. Johnson feels his buildings should <br />not be torn apart by kids, who have also broken all the windows. <br />He doesn't feel he has been fairly treated. He admi~t-ed there were <br />some buildings that should be torn down. Mr. Cox said he agreed <br />with some of the things he said but he also said the Council still <br />has to deal with this problem. The house is an attractive neuisance <br />to children and therefore, in its present condition, it is very <br /> <br /> <br />
