Public flearing - Introduce Official Map Ordinance <br /> <br />Presentation <br /> <br />Associate Planner Wald explained in order to adopt the official map document that is recorded at <br />Anoka County against each affected property, the City will need to establish an ordinance that <br />outlines tile official map process that is set forth in State Statutes. The proposed ordinance, <br />drafted by the City Attorney, defines an official map, the implementation process, and establishes <br />a Board of Appeals and related process. The City currently has a body that serves as a Board of <br />Adjustment and Appeals, however, this board may not be the most appropriate body to assume <br />tile role of reviewing site plan and plat requests that were denied by the City Council for a couple <br />of reasons, which are: <br /> 1. Currently the Board of Adjustment is established to review variance requests. <br /> 2. The members who serve as the Board of Adjustment is also the same group that serve as <br /> the Planning Commission. Since the Plamfing Commission is required to review site plan <br /> and plat requests they would be reviewing plats and site plans along the Highway 10 <br /> corridor. It may be a little counter productive to have the same group who reviews and <br /> provides a recommendation about land use requests to also serve as the appeal board. <br /> <br />Associatc Planner Wald explained the appointment of individuals to the Official Map Appeals <br />Board will be placed on a future work session or City Council meeting. The City Council can <br />still introduce the Official Map Ordinance since the ordinance is not specific about who serves <br />on the board but rather the process they need to go through when reviewing zoning requests that <br />were denied by the City Council. The Planning Commission reviewed the Official Map <br />ordinance at their April 1, 2004 meeting and recommended that the City Council introduce the <br />ordinance. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:16 p.m. <br /> <br />Citizen Input <br /> <br />A resident stated they received notification of this public hearing, but did not receive the notice <br />in February. She requested staff to look into this. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Strommen, and <br />Zimmemmn. Voting No: None. Absent: Councilmember Cook.
