Motion carried. Voting Yes: Mayor Garnet, Councilmembers Cook, Zimmerman, Kurak, and <br />Strommen. Voting No: Councilmembers Elvig and Pearson. <br /> <br />Mayor Gamcc indicated these types of situations should be looked at. They may want to require <br />a green area, rather than trees, which could cause a real problem between buildings. <br /> <br />Counci hnembcr Elvig stated the reason he was opposed to this is that he questions if the City <br />will make the person on the adjoining lot plant as many trees. They would not require thorn to <br />change the building to allow for plantings, and it may come up with the same condition of a ten <br />Foot strip. <br /> <br />Counci hnember Strommen suggested the EPTF review the appropriate planting and species for <br />industrial sites. <br /> <br />Assistant Community Development Director Trudgeon indicated later tonight there will be a <br />discussion about the revised standards that were used for this case. <br /> <br />Case #7: <br /> <br />Request for Comprehensive Plan Amendment; Case of Oakwood Land <br />Development <br /> <br />Associate Planner Geisler reviewed that Oakwood Land Development is proposing to redevelop <br />six cxisting rural single-fanfily lots into 27 urban single family lots as a part of the Alpine Woods <br />subdivision. The 2001 Comprehensive Plan designates the subject property as Rural Developing. <br />To procccd with the Alpine Woods subdivision, a Comprehensive Plan Amendment is necessary <br />to change thc subject property's land use designation from Rural Developing to Low Density <br />Rcsidential. The property located to the west, north, and south is currently designated as Rural <br />Developing, while the property to the east is designated as Low-and Medium-Density <br />Residential. The property is surrounded by a variety of lot sizes, varying from a 5-acre lot to the <br />north, to less than 1-acre lots to the south, to townhomes to the east. The wetland in the <br />northwest corner of the plat will provide a substantial buffer between the new development and <br />the largest lots to the north and east. <br /> <br />Associate Planner Geisler advised staff recommends approval of the applicant's request for the <br />Comprchensivc Plan Amendment. At the April 1, 2004 meeting, the Planning Commission <br />rccommendcd approval of the Comprehensive Plan Amendment and the Preliminary Plat of <br />Alpine Woods. <br /> <br />Councihnember Kurak noted this is what prompted the idea of a better scope of planning. <br />Planning and Zoning moved this forward with the expressed desire for planning before any <br />additional extension of sewer and water, which she agrees with. This development makes sense, <br />however, it is across the street from what is already developed. <br /> <br />Councilmcmber Strommen explained she does not want comprehensive plan amendments to be <br />piecemealed. However, she agrees this is a logical step, as it is right next to where sewer and <br /> <br />City Council/April 27, 2004 <br /> Page 21 of 35 <br /> <br /> <br />
