Councilmember Strommen's comment is <br />well taken. He explained Alpine Acres is served by the line on the west side of Sunfish Lake <br />Boulevard and this is the direction that line would go. Given that staff feels this makes a lot of <br /> <br />SOIISC. <br /> <br />Councihncmber Zimmerman stated he felt this should go through the comprehensive plan <br />process. <br /> <br />Mayor Gamcc stated he does not have a problem with this development and it is separate from <br />their planning process. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt the Resolution <br />#04-04-102 approving the Comprehensive Plan Alnendment and authorizing staff to submit the <br />Amendment to the Metropolitan Council contingent upon the applicant receiving final plat <br />approval of Alpine Woods. <br /> <br />Counci hnember Strommen stated she does not want to see this piecemealing continue before the <br />planning process is continued. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak, and <br />Strommen. Voting No: Councilmember Zimmerman. <br /> <br />Case #8: <br /> <br />Request for Preliminary Plat Approval of Alpine Woods; Case of Oakwood <br />Land Development <br /> <br />Associate Planner Geisler reviewed that Oakwood Land Development has applied for <br />preliminary plat approval to create a total of 27 urban single-family lots on six existing parcels <br />generally located on Sunfish Lake Boulevard and 153''d Lane NW. There are a total of five <br />existing homes on the subject property; four will remain after development. As proposed, the <br />plat will require a Comprehensive Plan Amendment to change the subject property's land use <br />designation fi'om Rural Developing to Low Density Residential. All the proposed lots meet <br />urban single-family standards for lot width, size, and frontage on a public road. There are <br />substantial wetlands on the proposed plat that will need to be encumbered with drainage and <br />utility easements on the final plat. The proposed plat is subject to density transition requirements <br />located in City Code, as well as the Tree Preservation ordinance. The submitted tree preservation <br />plan shows that 1,195 of 1,792 trees on the site will be preserved. Some additional plantings will <br />be required to fully meet the landscaping and density transition requirements in City Code. The <br />Park and Recreation Commission reviewed the plat at their April 8, 2004 meeting and <br />reconnnended that park dedication requirements be satisfied with cash payment. <br /> <br />City Council/April 27, 2004 <br /> Page 22 of 35 <br /> <br /> <br />
