Councilman Reimann asked if there is a problem there which city <br />staff reviewed, would the City be liable if someone had damage from <br />the water. <br /> <br />Building Official Berg said the other people in the area contributed <br />to the problem and would also be liable. The blacktop streets increased <br />the percentage of runoff. <br /> <br />Councilman Reimann suggested setting up a hearing and getting an <br />engineer's study as it is the City's responsibility to start looking <br />at these problems. <br /> <br />Councilman Cox said if these things are not taken care of as they come <br />in, when spring comes, it will be a burden on the Street Superintendent. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to <br />adopt Resolution #80-154 ~rderiflg preparation of report for 163rd & <br />Olivine drainage problem. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. Please refer to resolution file <br />for resolution #80-154 . <br /> <br />City Engineer Raatikka reported on the drainage problem at Clyde Cameron's. <br />He said he met with Mr. Cameron on November 23, 1980 and ~e told him <br />he would prefer having all the runoff diverted north across 159th <br />Avenue if it didn't cause any damage to the properties north of 159th <br />Avenue. He then discussed the problem with the residents north of <br />159th Avenue and they didn't feel they should have to take additional <br />runoff and they were opposed to diversion of additional water unto <br />their properties. He suggested as an alternative to a culvert or dry <br />wells, catch basins could be placed at the intersection of 159th Avenue <br />and Ebony Street and the majority of the water could be diverted unto <br />the large undeveloped lot northwest of this intersection. <br /> <br />City Administrator Schnelle asked if a mound septic tank system would <br />be better. <br /> <br />Much discussion was held on this issue. <br /> <br />Councilman Mickelson said he thought the City should have a public <br />hearing and then make a decision. The public hearing should bring out <br />how much water is being dumped there. <br /> <br />Motion by Councilman Mickelson and seconded by Councilman Reimann <br />to adopt Resolution #80- 155 ordering preparation of report for <br />drainage problem at intersection of 159th Avenue and Ebony Street. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None.
