points out that the City Council has three options:

1) They could go for bonds running for six (6) years which
would cost approximately 11% interest.

2) They could go for a ten (10) year bond which would cost
approximately 13% interest.

3) The City could reject all bids and wait' until next Spring in
hopes of lower interest rates.

The above memo is enclosure D2-ff of Case #7 in the Council Agenda dated
August 25, 1981.

Mayor Gamec stated that if we want to stay within our projected estimate,
we should go with the ten year plan. Councilman Reimann stated we
should go with the ten year plan because that is what we told the concerned
residents at the public hearing. Councilman Sorteberg agreed with the
ten year plan.

Motion by Councilwoman Van Wagner, seconded by Councilman Reimann, to
adopt Resolution #81-11?regarding Bond Sale for 1981 Street Improvement
Project. Please refer to Resolution File for Resolution #81 .
Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox,
Reimarm and Van Wagner. Voting No: None.

CASE #8 -TREE INSPECTOR

Bruce Bacon stated that the City needs someone to mark trees that are
infected with Dutch Elm and Oak Wilt, while the leaves are still on the
trees. In the winter, these trees could be harvested for firewood.
This removal of diseased trees could lead into an Arbor Day observance
by the community.

Motion by Councilman Cox, seconded by Councilwoman Van Wagner, requesting
Bruce Bacon contact the Boy Scouts and teach them how to detect diseased
Elm and Oak trees, so that they can assist their community in marking
diseased trees. Motion carried. Voting Yes: ~iayor Gamec, Councilmembers
Sorteberg, Reimann, Cox and Van Wagner. Voting No: None.

Councilman Cox stated that Bruce Bacon did a tremendous amount of work
in regards to working with the City in finding out the cause of Pine
trees dying along the landfill border. Further, Bruce was extremely
cooperative in working with the citizens who reside in this area in
regards to the above mentioned tree problem.

Motion by Councilman Cox, seconded by Councilwoman Van Wagner, to have
a resolution drawn up commending Bruce Bacon for his outstanding work
in the above mentioned area. Motion carried. Voting Yes: Mayor Gamec,
Councilmembers Sorteberg, Reimann, Cox and VanWagner. Voting No: None.

C/August 25, 1981
Page 7
