CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA Pursuant to due call and notice thereof a public hearing in regards to street improvement for Brook View Estates was held on February 26, 1979, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. Present: Mayor Gamec Councilman Reimann Councilman Mickelson Councilman Cox Also Present: City Administrator Schnelle City Attorney Goodrich City Engineer Raatikka Mayor Gamec called the public hearing to order at 8:33 P.M. and led in the Pledge of Allegiance to the Flag. Mayor Gamec stated this was a public hearing called by the citizens in regards to street improvements for the streets in Brook View Estates. City Engineer Raatikka gave a report on the proposed street improvement project. Mr. Steve Schmidt stated he was speaking in favor of the project but question the unit allocation on paying for the project. He stated the City park is used by a lot of people who don't reside in the immediate neighborhood. Consequently, he (Steve Schmidt) stated this park land area should be assessed against the total City not just this immediate area. Mayor Gamec stated City's policy has been to assess benefitting neighborhood park property to immediate property owners where the improvement was done. However, Council would review this policy. Mr. A1 Heifort stated development on the south end of Brook View Estates could use the White Pines Estates to enter. Mr. Ken Peterson, Planning and Zoning, asked if they had considered a bike path as children on bikes have no room to ride. Mr. Don Carter stated they have five future units in the unplatted area bordering on Brook View Estates and feels it is unfair to assess them for five future units as it is only one lot at this time. He also asked where the road turns the corner where they will get the land to put in the road. City Engineer Raatikka stated there is a power line easement that ~uns .%hroueh ¢~v~ there. City Engineer Raatikka also stated there was the potential of two ana one-half acre minimum lot sizes. Mr. Carter stated they shouldn't be assessed $7,500. He feels they should do it evenly and not put the burden on them. Steve Schmidt stated that in the past they had taken a show of hands to get an idea of who is in favor and who is against and wanted that taken now. Mayor Gamec stated that some letters had been received from residents and non resi- dents of Brook View Estates who were in favor of the street improvement. They were from Arnold Carlson, Mr. & Mrs. Richard Norcutt and Mr. Robert Muller. ~/~. It was asked if the life expectancy was 10 to 15 years might it be torn up for sewer and water in the near future.
