CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof a public hearing in regards to street <br />improvement for Brook View Estates was held on February 26, 1979, at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Present: <br /> <br />Mayor Gamec <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Also Present: <br /> <br />City Administrator Schnelle <br />City Attorney Goodrich <br />City Engineer Raatikka <br /> <br />Mayor Gamec called the public hearing to order at 8:33 P.M. and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />Mayor Gamec stated this was a public hearing called by the citizens in regards to <br />street improvements for the streets in Brook View Estates. <br /> <br />City Engineer Raatikka gave a report on the proposed street improvement project. <br /> <br />Mr. Steve Schmidt stated he was speaking in favor of the project but question the <br />unit allocation on paying for the project. He stated the City park is used by a <br />lot of people who don't reside in the immediate neighborhood. Consequently, he <br />(Steve Schmidt) stated this park land area should be assessed against the total <br />City not just this immediate area. <br /> <br />Mayor Gamec stated City's policy has been to assess benefitting neighborhood park <br />property to immediate property owners where the improvement was done. However, <br />Council would review this policy. <br /> <br />Mr. A1 Heifort stated development on the south end of Brook View Estates could <br />use the White Pines Estates to enter. <br /> <br />Mr. Ken Peterson, Planning and Zoning, asked if they had considered a bike path <br />as children on bikes have no room to ride. <br /> <br />Mr. Don Carter stated they have five future units in the unplatted area bordering <br />on Brook View Estates and feels it is unfair to assess them for five future units <br />as it is only one lot at this time. He also asked where the road turns the corner <br />where they will get the land to put in the road. <br /> <br />City Engineer Raatikka stated there is a power line easement that ~uns .%hroueh <br />¢~v~ <br />there. City Engineer Raatikka also stated there was the potential of two ana <br />one-half acre minimum lot sizes. <br /> <br />Mr. Carter stated they shouldn't be assessed $7,500. He feels they should do it <br />evenly and not put the burden on them. <br /> <br />Steve Schmidt stated that in the past they had taken a show of hands to get an <br />idea of who is in favor and who is against and wanted that taken now. <br /> <br />Mayor Gamec stated that some letters had been received from residents and non resi- <br />dents of Brook View Estates who were in favor of the street improvement. They were <br />from Arnold Carlson, Mr. & Mrs. Richard Norcutt and Mr. Robert Muller. ~/~. <br /> <br />It was asked if the life expectancy was 10 to 15 years might it be torn up for <br />sewer and water in the near future. <br /> <br /> <br />
