Special Meeting-Council <br />April 30, 1979 Page 10 <br /> <br />Mayor Gamec reported that he will meet with the Anoka Sheriff and Mr. <br />Hutchison regarding signs for the landfill. <br /> <br />J. Hatch - What can be done to cut down on the dust. <br /> <br />Mr. Otter - Install speed limit signs to control speed of traffic. <br /> <br />S. VanWagner - Mr. Johnson told us there wouldn't be any dumping on our <br />side this summer. <br /> <br />Mr. Otter - In order to get that side done as soon as we can there is a chance <br />we will be there this summer. <br />Mr. Wyatt asked how they know what is in a load of garbage. <br /> <br />Mr. Otter - He doesn't know but they do investigate anythi.ng questionable <br />that is found. <br /> <br />Mr. Hutchison -Equipment operators have pretty good recall, they are careful <br />not to go over anything that looks flammable and pretty much know where the <br />stuff comes from. <br /> <br />Mr. Otter - They monitor all accounts as close as they can given the laws <br />they have to operate with. They tell accounts if they brilng anythi.ng that <br />isn't acceptable that we will stop them from dumping. <br /> <br />Mayor Gamec thanked the citizens and the agencies for coming to the meeting. <br />He said the City needs their help regarding getting a fair share of State <br />Aid for the C~fy. He presented a pet~tion'for Council approval and citizens <br />to sign to get some help, the City is petitioning the Governor and State <br />Legislature. <br /> <br />Motion by Councilman Sorteberg and seconded by Councilman Mickelson to <br />authorize the petition to the Governor and State Legislature to waive the <br />proposed State Aid formula because of the inequiti~es it contains. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg. Voting no: None. <br /> <br />Councilman Cox said there is a few questions people ought to ask the DNR and <br />PCA. The reason this is walked around is because it is involving different <br />government agencies that won't go hand ?n hand. In regards, to water testing, <br />the City received very poor co'operation from the PCA and DNR. City Engineer <br />sent letters to these agencies and they responded to it indicating there <br />wasn't any problem here. The PCA can't get together with the Metro Waste and <br />determine when the CAB interceptor will be av'ailable to sewer the City. PCA <br />and Metro Waste don't know what is happening and they don't care. People <br />want to know at what point they are contaminated and what to do about it. <br /> <br />PCA responded saying they have 200 permit landfills, 130 comp. monitoring <br />systems, 720 monitoring points which are analyzed on a quarterly basis. The <br />PCA comes out and checks the landfill once a year. He had a lot of corres- <br />pondence with Mr. Sha. Tb.e perimeter he requested were quite expensive, and <br />PCA feels they have sufficient perimeter. <br /> <br />Councilman Cox questioned that when there are high levels of whatever showing <br />up, why doesn't the PCA pick it up instead of our staff. <br /> <br /> <br />
