Special Meeting-Council <br />April 30, 1979 page 9 <br /> <br />Mr. Martin - Why haven't these ordinance violations gone to the County Attorney. <br /> <br />Mr. Hutchison - In taking a given situation, litter on a given day, one piece <br />or many, it doesn't matter, it constitutes a violation and what is intended <br />to get accomplished in the matter is to have the litter cleaned up. It will <br />get cleaned up faster working with the operator. <br /> <br />Mr. Martin - He has lived here for seven years, accepts the dump, but feels <br />it should be a better effort on the part of solid waste to do a better job, <br />when violations occur, he feels they are liable. <br /> <br />Mr. Sha commented regarding the water, the objective would be to first of all <br />find out the point of contamination and make an effort to contain it and <br />once contamination occurs it will be expensive to treat, what is in there will <br />be there a good long time. <br /> <br />Mr. Martin - Who is going to enforce the law to see the water is safe? <br /> <br />Mr. Sha- PCA has responsibility for protection of ground water. <br /> <br />Mr. Martin asked about the contract renewal. <br /> <br />Mayor Gamec said the City takes over the landfill contract in 1981. <br /> <br />Mr. Martin asked if there is an application for another landfill. <br /> <br />Mr. Hutchison said no, the plans submitted are for the 160 acre site, two <br />80 acre parcels, the north 80 being filled and a portion of the south 80, he <br />is not aware of any plans for expanded fill. Anything other than what the <br />plans specifies would require an addendum. <br /> <br />L. Ziemer asked about the methane gas venting and danger of explosions. <br /> <br />Mr. Otter replied that the gas is venting to the atmosphere faster than it <br />could explode. They do have control measures for any potential danger in the <br />building, the meter is anti-spark and the building is kept locked. <br /> <br />Mr. Tronson thanked the Mayor for stopping by his house. He asked Waste <br />Management if they feel they are doing all they can to adhere to the ordinance. <br /> <br />Mr. Otter replied that he is making sincere attempts to abide by existing <br />ordinances, he is evaluating and upgrading equipment, but the wind and <br />weather conditions put them behind schedules. <br /> <br />J. Hatch asked about the amount of cover both temporary and permanent, will <br />the everyday cover be better and will they try to put on six inches. <br /> <br />Mr. Otter - They are going to make sincere attempt to do it. <br /> <br />J. Hatch - It would help if she had a small fence to cover the site from <br />view, would Mr. Otter consider putting a fence up for this purpose. <br /> <br />Mr. Otter - said he is evaluating equipment to pick it off as soon as it blows. <br />He will evaluate possibility of a fence. <br /> <br /> <br />
