Special Meeting - Council <br />April 30, 1979 Page 8 <br /> <br />Mr. Hutchison Of the two lisymeters tested only one occasion did they <br />get a tube of moisture, not eno. ugh to even sample. <br /> <br />M. Gallagher asked what would water contain if it were dangerous and is it <br />tested low enough down to give true indications. <br /> <br />PCA - Named some substances, chem. oxygen, ph, pacific contaminates, COD, etc. <br />And said they look at five different substances. The water is taken right <br />at the water table, yes the depth is sufficient. <br /> <br />Mr. Dunn reported on tests that had been taken on the swamp water. <br /> <br />M. Gallagher - You can guarantee we won't have contaminated water and who <br />would be responsible. <br /> <br />Mayor Gamec replied that it is a very complicated thing, everyone would be <br />involved. <br /> <br />Jana Hatch asked about methane gas and results of tests taken in the homes, <br />whose homes were they taken in. <br /> <br />Mr. Otter explained the ventilation system and the possibility of selling <br />gas to natural gas company. <br /> <br />Councilman Cox said he had related to them that a report he had been given <br />a few years ago indicated that the methane lines had been in place and homes <br />checked. <br /> <br />Mr. Otter said he didn't check homes, just the property. <br /> <br />M. Gallagher asked if the methane venting system will be needed on the north. <br /> <br />Mr. Otter - He is working with a major company in California on recovery of the <br />gas and that it could heat 100 to 200 homes in a 50 year period. <br /> <br />C. Smith, 7145 151st, asked if this is kind of a trial, the landfill development <br />being done in Ramsey. <br /> <br />Mr. Otter replied no, that he has a similar landfill in the City of <br />Milwaukee which is surrounded by homes upward of $150,000 range. <br /> <br />Mr. Smith said he didn't know the landfill was there a couple years ago, <br />he¢~ought it was a mile or two away, now it is a block away, landfills usually <br />o to the existing terrain-don't go up 130 feet high. <br /> <br />Mr. Jerry Martin said it appears as if there is no way to enforce the ordinance. <br /> <br />Mayor Gamec said in some cases there are situations that are difficult to <br />enforce and problems that come with it. <br /> <br />Mr. Hutchison - Violation of this ordinance is a criminal matter,'a misdemeanor, <br />the best results have been through the application of working on it without <br />going to court. We have signed complaints on things in the past and have gone <br />to court but find that we obtain compliance much faster without going to court. <br />They advise the County Attorney (who is the person who takes it to court) on <br />cases they feel should go to court. <br /> <br /> <br />
