Both times the police patrolled the area there were citations issued to people <br />living in that area. It was suggested the neighborhood meet and talk about the <br />problem among themselves. <br /> <br />C. Waterman said that the problem began when 154th Lane was opened. When it was <br />a dead-end, they did not have as big of a problem. She noted that people didn't <br />realize that the street would be opened up and a lot of people are mad and are <br />selling because of it. <br /> <br />Many visitors to the area think it is still a 50 MPH limit like Armstrong Blvd. <br />She feels putting a stop sign half way between would slow down traffic. And, <br />regarding the people policing the area themselves, she feels it is asking an <br />awful lot to take down the license ntlmber, mak~ model, year, identify the driver <br />and then come down to the City and make positive identification. <br /> <br />Councilman Cox said he is concerned about the concentration of the traffic since <br />this area is no longer a dead end. He feels there should be something on 154th <br />Lane. <br /> <br />Motion by Councilman Co!x, seconded by Councilman Reimann to request that the Street <br />Department put up 30 MPH speed signs and look at a possible stop sign and submit <br />a recommendation at Kangaroo and 154th or Jackel and 154th Lane thereof. <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann and <br />Sorteb~rg. Voting no: None. <br /> <br />COUNCIL OLD BUSINESS <br />ACCESSORY BUILDING 'REQUEST OF STANLEY BROWNING <br /> <br />Mr. Browning appeared before Council and said he wants to build an accessory <br />building at his residence, 8231 158th Avenue N.W. <br /> <br />Mayor Gamec informed Mr. Browning that he was asked to appear before Council <br />due to complaints from people in the neighborhood. He noted that a letter had <br />been sent to him regarding junk autos. <br /> <br />Councilman Cox said everytime there is a complaint of this nature, it has <br />involved several hours of administrative time to go out and address the situation. <br />This is a residentially zoned area and doesn't permit this type of activity. <br />Therefore, this should be denied. <br /> <br />Mr. Browning said he admits that he has done some work on cars but can't say <br />ha has a business. Other people out there are doing work, one guy just moved <br />out there and is doing body work in his yard why isn't he getting complaints? <br /> <br />Mayor Gamec explained that Mr. Browning could construct an accessory building <br />but that he doesn't have the zoning that allows him to conduct an auto repair <br />or junk business. <br /> <br />Mr. Browning said he was under the impression that accessory buildings were <br />classed as such based on whether it had a floor. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to deny the request <br />of Mr. Browning for construction of an accessory building because of all the <br />staff time involved in answering to complaints and if it continues to be an unsitely <br />operation, that it will be forwarded onto the City Attorney for legal action. <br /> <br /> -4- <br />Regular City Council Meeting <br /> 6/11/79 <br /> <br /> <br />
