A discussion was held regarding energy efficient housing. <br />Clayton Berg pointed out that lending institutions are holding back on the <br />financing of these homes. That the City ordinances do not discourage earth <br />sheltered housing, and the problem is that peopl~e who are interested cannot <br />get financing. <br /> <br />Councilman Cox asked if it would be appropriate to send a letter to Mr. Johnson~i" <br />asking how a community goes about encouraging energy conservative homes. <br /> <br />Councilman Sorteberg commented that the resale value of these homes is <br />one consideration that they aren't being built. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to send <br />a letter to Mr. A1 Johnson requesting information on what approach would be <br />appropriate for municipalities :that want to encourage energy efficient housing. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Reimann and Sorteberg. <br />Voting no: None. <br /> <br />Mr. Chester, the City's Insurance Agent, reviewed his report with the Council. <br />Administrator Schnelle is to research and review the proposal of public <br />liability insurance. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to authorize the <br />Council to sign for the insurance proposal, with the understanding that this <br />in no way commits the City to the insurance. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Reimann and Sorteberg. <br />Voting no: None. <br /> <br />CITY BUDGET <br /> <br />Mayor Gamec reviewed the supplements to the Budget for 1980. A letter was <br />noted from the Budget Committee regarding heat, utility increases, etc. <br /> <br />P~l~e~epartme~t- main i4~t is get~i-ng all of the equipment in good <br />working condition before adding any more, and look at adding an officer <br />mid year. It is hoped with the slow down in growth that they could operate <br />adequately with the staff they have at present. <br /> <br />Assessing Department - considering using the used police car for the Assessor's <br />vehicle. <br /> <br />Building Department - $5050 budgeted for a Building Official's car that will <br />last about 4 years. Both the Assessor and Building Official mileage costs <br />will be going up to 45¢ - 50¢ a mile for use of their own cars. <br /> <br />Engineering cost, proposed $66,595 and the cost expected to go down 1/2 next <br />year. <br />Councilman Cox stated that he did not feel that we have to budget that much <br />for an engineer, with benefits he would receive and what the City would save <br />would pretty much carry its own cost.
