Councilmember Strommen noted on page 11 the unsewered lakes show the nonriparian Iota with a larger area and width than riparian lots, and this should be reversed. Assistant Community Developrnent Director Trudgeon indicated this will be corrected. Councihncmber Strommen inquired if the EPTF had had any thoughts regarding this ordinance. Joe McDilda, member of the EPTF, stated the EPTF reviewed this for the first time at their rcgular meeting last Monday. Foundationally it is well written and he thinks it represents what it is thcy were trying to do. There is quite a bit of Ramsey however, that is not covered by this o,'dinance, and one of the things he would recommend to the Council, which they are working on, is the incorporation of wetland buffers with all of the wetland they have in Ramsey. This covcrs a certain part of Ramsey, but much of Ramsey wetland is not covered by this. There is quite a bit more work to do, but he applauds this effort. Jon Enstrom, 8702 181st Avenue NW, stated he probably has the largest body of water in the City of Ramsey that is privately owned. He questioned how this will affect his property. Assistant Community Development Director Trudgeon replied this ordinance is all-inclusive; it is really set up to regulate development along shoreland. It calls very specifically what the DNR classifies as natural environment lakes, recreational development lakes, general development lakcs and general development streams. Some of those lakes are actually larger wetlands. The only way this would directly affect Mr. Enstrom is if he is listed, however, as they go ahead with wetland ,'egulations some buffering requirements may take place with any wetlands. Mayor Gamcc suggested Mr. Enstrom meet with Assistant Community Development Director Trudgeon to see how his property will be affected. Councihncmber Strommen encouraged Mr. Enstrom to attend the EPTF meetings, as the wetland buffer will likely affect his situation. Mayor Gamec directed staff to inform Mr. Enstrom of any EPTF meetings that would pertain to him. Councihnember Kurak inquired if the wetland buffers that are determined by the EPTF will be incorporated into this ordinance. Assistant Community Development Director Trudgeon replied the buffers could be in a separate section or integrated into zoning districts. Motion by Councilmember Strommen, seconded by Councilmember Cook, to introduce an ordinance to update the Shoreland Management section of City Code in accordance with the State model ordinance.
