Regular Meeting 1/I0/77 <br />Page 3 <br /> <br />Mayor Cox presented a copy of Environmental Balance Association Monitor, a brand new <br />publication on environmental impact news. This news publication compiles information <br />of all agencies regarding environmental impact. <br /> <br />Letter for County of Anoka requestinq a donation for support of the Community Action <br />Energy Program. <br /> <br />Councilman Gorham directed Mr. Nereson contact this organization and see what they <br />have done for Ramsey in the past seven or eight months. <br /> <br />Mayor Cox feels the community is predominantly newer homes. <br /> <br />Anoka County Council of Economic Opportunity, Inc. requests matching funds for <br />winterization of homes program. <br /> <br />Mr. Nereson questioned how they could use public funds to improve private property. <br /> <br />OLD BUSINESS. <br /> <br />a. Off sale 3.2 liquor license request - Anoka International. <br /> <br />Mr. Nereson reported sending a letter to the party indicating Council's action of <br />December 27th. He informed him the license was denied due to distance requirement <br />of the ordinance. <br /> <br />Mr. Victor Ely, from Mobil International, said they are in the process of building <br />an addition to the restaurant to put in a superette type of store and hoped to sell <br />3.2 beer in the superette. There will be one common cashier for the superette and <br />gas and restaurant. There will be ~ main entrance on one side of her and an exit on <br />the other side of her. The beer coolers will be located in the rear of the new addition <br />and the cashier can see anyone in the store from her position. This will prevent minors <br />or unqualified persons from buying beer. <br /> <br />Mr. Ely said he has researched this extensively. He has contacted Anoka City Hall and <br />Sheriff's Department. Minnesota Statutes pertaining to intoxicating liquor, have a <br />distance requirement, however, there is nothing written on non-intoxicating liquor. <br /> <br />Councilman Gorham said the way it was presented at12/27/76 meeting, or not presented, <br />gave the impression that the service station was applying for the non-intoxicating <br />license, and he was unaware that it was a store that would be selling beer. <br />The ordinance doesn't state which type of business can apply. The distance requirement <br />doesn't worry him as much as the type of business that is going to be selling the beer. <br />He said the ordinance needs defining as to what type of business can have a non-intoxicatin <br />liquor license. He don't feel a service station is the proper place to give such a <br />license to. <br /> <br />Mayor Cox expressed agreement with Mr. Gorham. <br /> <br />Council consensus is to ascertain an interpretation from the City attorney on the <br />distance requirement and also what type of business will be allowed to have beer. <br /> <br />Motion by Gotham, seconded by Reimann to give a 3.2 beer license to Anoka International <br />subject to Ordinance 74-9 and subject to the City Attorney's interpretation of Section 7, <br />Subdivision 2. If the Attorney deems it is can meet the distance requirement of t,000~, the <br />license may be issued. <br /> Carried 5 Ayes <br /> <br /> <br />
