-3- <br />1/24/77 <br />Regular Mtg. <br /> <br />Mayor Cox expressed some displeasure that the street deoartment <br />and staff time is taken up in making signs for the warming house. <br />He does not feel taxpayers money should be used for this. <br />He suggested that the signs be made by the children. <br />Discussion was held on the P & R committee member structure. <br /> <br />Discussion held on compensation for P & R members. <br />Mr. Nereson said he would like to research the legality of paying <br />the members. <br /> <br />Discussion held on the warming house and ice facility at Ramsey <br />School. >~r. Nereson said the heater in the warming house appears <br />to be inadequate and he is checking with the contractor on obtaining <br />a different heater. <br /> <br />Mr. Deemer said that if a different heater is needed, he suggests <br />a radient system, it is better than forced air and tends to warm <br />peoole and the floor rather than the air. Forced air systems <br />cannot keep un with the door opening in 20 degree below weather. <br /> <br />Construction Advisory Reoort read by Mr. Nereson <br /> <br />Community School Advisory Committee. Mr. Nereson said they <br />have requested to be placed on the Agenda, but no report has been <br />received. <br /> <br />Mayor Cox reolied that they should be told to keeo the Council <br />advised with reoorts at least until a Council member is able to <br />attend their meetings4 <br /> <br />Councilman }~uller reoorted he did attend the last meeting and according <br />to them, they were going to have someone here with a report. <br /> <br />OLD BUSINESS <br /> <br />a. MSA 77-1 Feasibility. <br /> <br />Engineer Raatikka reviewed the MSA 77-1 Feasibility Reoort. <br /> <br />(8:50 o.m., Atty. Goodrich arrived) <br /> <br />Discussion was held on the cost of the project, and whether to <br />assess or not assess the benefitted orooertv owners for the imorove- <br />ment. <br />Councilman Gorham suggested, an assessment policy be established. <br />Mayor Cox asked about additional right of way. <br />Engineer Raatikka replied that there is none to be acquired, but <br />a few trees will have to be removed. <br />Councilman Reimann asked about hidden costs. <br />Engineer Raatikka reolied some temoorary easements will have to be <br />obtained. <br /> <br />Motion by Corham, Seconded by Mickelson to authorize the engineering <br />firm to draw ~lans and soecifications for 153rd Avenue NW between <br />Armstrong Street and Puma Street; this imorovement project to be for <br />1977 MSA road fund being this road is designed as a collector street <br />abutting property owners will not be assessed and this motion is not <br /> <br /> <br />
