-4-
1/24/77
Regular Mtg.

intended ~o set a presidence concerning assessing policy for the
City.

5 Ayes

Review of Intoxicating Liquor

Mayor Cox reported that 1R years ago the 'Council appointed a liquor
committee to research the liquor question, It was decided at that
time upon their recommendation to have ~split liquor with private on-
sale and municimal off sale, Council is reviewing the matter at this
time.

Discussion was held on revenues the City receives from liquor, liability
problems, funding for the project.

Councilman Muller said he earlier had his name on the list for private
liquor license and because of conflict of interest would like to have
it removed at this time.

Motion bv Councilman Gotham, SeConded by Councilman Reimann that
we reaffirm decision of April 1975, concerning liquor and the City
continue to adomt split lisuor and keep municioal off sale.
3 Aye s
Muller Naye
Cox Naye
NEW BUSINESS

Report of Ramsey NeWs,

Mayor Cox again expressed his concern about reporting of Ramsey News.
He has noted several irregularities in the articles recently published
about Ramsev. He noted that last Friday's paper insinuated that he
was absent from the 1/10/77 Council meeting.

Mayor Cox and Councilman Gotham are to meet with Anoka County Union
in regards to reporting of Ramsey City news.

Burning Permits.

Mr. Nereson reported on the present status of burning permits.
No permits can be issued for burning unless persons have diseased
trees and are able to burn 600 feet from another structure, other
that the one on their own property.

He suggests a possible way to alleviate the problem and live
within the law is to have a municipal disposal site and then
separate regulations would have to be followed, that is 1,000
feet from any structure, road, etc. If the City could establish
a coumle sites around the community this may alleviate the
immediate problem, however, we are going to have to address it
on a long range basis.

Mr. Sich and Mx. Deemer urged the Council to look into purchase or
rent of a chipper to get rid of the trees.

Mr. Sich feels driving back and forth to a municipal disposal site
is not conserving energy. Also the oroblem of pollution is not being
helmed with a minicioal disoosal site.
