-5- <br />]_/24/77 <br />Regular Mtg. <br /> <br />Mr. Deemer quoted prices on purchase of a new chipper and said <br />thec~opped wood is reusable as kindling, compost backfill against <br />the house, etc. He said a 1,000 foot City burning site is almost 1/2 <br />square mile, and wetlands or stream areas cannot be used. <br /> <br />Citizens present exoressed concern of fire danger this summer from <br />all the miles of brush. <br /> <br />Mayor Cox said this Council has taken a strong stand against <br />regional government and they don't know our problems, they are <br />making the regulations and controls. We are not rural any more. <br />He said anyone who gets involved in regional government can see <br />how unreasonable it is, there is nothing sensible about it at <br />all. He suggests strong action be taken to tell PCA and DNR <br />to get out of the burning. <br /> <br />Mr. Nereson said he wrote a letter to Bob Meyers, PCA, to get <br />him to put on paper where the level of responsibility is. <br />He said he also recommended that he come out to Ramsey and review <br />the situation in view of the fact he has received 105 reauests <br />for burning. <br /> <br />Mr. Gorge Fousek, 4629 156th Av., stated the problem will be here <br />until all the Oak are gone and he does not feel that we will be <br />able to find any burning sites that will meet the requirements. <br />He also is in favor of obtainin~ a chipper. <br /> <br />Mr. Swinghammer asked if there is some way to get a variance to <br />the regulations. <br /> <br />Mr. Nereson said that no variances are granted. <br /> <br />Motion by Mayor Cox, Seconded by Councilman Mickelson to autho'rize <br />the administrator to oreoare a resolution to forward onto PCA, <br />DNR and Governor Perpich and other pertinent agencies. <br /> 5 Ayes <br />Mr. Nereson encouraged people to pursue whatever methods they <br />could to dispose of the trees. <br /> <br />Mayor Cox said these agencies don't fee we should have the responsi- <br />bility and if we don't have the resoonsibility, then we will assume <br />it on our own if we do not get a resoonse by February 10th. <br /> <br />Mr. Nereson asked citizens to write to area legislators because shade <br />tree control will be getting a lot of attention this year. Let the. <br />legislators know how we are being treated and what we need in the way <br />of dollars. A lot of money will be appropriated this year. <br /> <br />ATTORNEY GOODRICH REPORT <br /> <br />Off Sale 3.2 License for Mobile International. <br />Attorney Goodrich oresented an amendment to Ordinance 74'9. <br /> <br />Motion by Gorham, Seconded by Mickelson to adoot Ordinance 77-2 as <br />presented by the Attorney. 5 Ayes <br /> <br />Ordinance No. 77-3, establishing a P & R Advisory Commission was <br />oresented for Council to review. <br /> <br /> <br />
