Page 4 <br />Regular Council Meeting <br />3/14/77 <br /> <br />to District 11 Advisory Council because l) he is on the Advisory Council <br />at present and doing an excellent job, 2) he works with the children in the <br />community -- coaches hockey, 3) He is well back,rounded, 4) Mr. Zellenak <br />is enthusiastic and would assume the responsibility. <br /> <br />Motion by Muller, Seconded by Gorham to nominate Robert Zellenak to the District <br />11 Advisory Council. 4 Ayes <br /> <br />Mr. Zellenak is to be contacted by Mr. Nereson to have him attend the 3/28/77 <br />meeting. <br /> <br />Klemish Roads. <br /> <br />Mayor Cox backgrounded the audience regarding the situation. He said the <br />probate was not a major factor in granting Mr. Klemish an extension of time <br />on completion of the roads, but rather was granted so as to not force him out <br />of business. <br /> <br />Mr. Gfroerer said in addition to his complaint on the roads he would like to <br />add that Klemish is making all the lolts below grade by hauling out so much <br />fill, the area will be flooded, he is hauling dirt out of there steady, hundreds <br />of yards have gone out and he is sure he will be trying to get the lots zoned <br />commercial. <br /> <br />He is using the pole shed for storing tools for building homes and he is leaving <br />all heavy equipment sit out. He said he signed to allow him to use the pole <br />shed for storing the dump trucks and they sit out all over, while building <br />materials go in the pole shed. <br /> <br />Mr. Gfroerer asked if Council plans to ask him about completion of the <br />roads in May so that he can complete them before winter? Can he come back <br />in April of that year and ask him to complete the road that summer? <br /> <br />Council said he could do so if he wished. <br /> <br />New Business <br /> <br />1. Dale Homuth, Department of Natural Resources, Rum River Management Plan. <br /> <br />The major purpose of the plan is to preserve and protect the Rum River. The <br />plan is in the planning stage now, informational meetings will be held in <br />April. Ramsey is in the scenic classification. Each new subdivision will <br />have to have perc tests and soil boring for the lots. Lot sizes in the scenic <br />area -- proposed at 4 acres with 250'minimum lot width and 150' setback from <br />high water mark. <br /> <br />Mr. Homuth summarized the proposed plan. <br /> <br />Mr. Nereson to discuss scenic easements with Attorney Goodrich. <br /> <br />After April meetinqs an addendum to the plan will be written and public hearings <br />will be held after mailed notifications to all the land owners. <br /> <br />Scenic easements would be 400' back from the river and each negotiated individually. <br />The cost of the easements will vary, Anoka County will be high. There are six <br />D N R regions in the states the seven county area is in Reqion 6. <br /> <br /> <br />
