Mr. Tom Gamec has
the findings of fact that are not in the minutes, but will be submitted as a
separate set of minutes. He read the findings of fact.

Mayor Cox was showed a map of the area showir~ where everyone lived in this
particular areas also the names of the residents were given and if they were
opposed or not to the dogs. Ail said the dogs were a nuisance.

Mayor Cox pointed out that although they own 2-1/2 acres of land, they live on
only one acre.

The Van Odegaard's attorney, Mr. Geurwitz, was present and mentioned that
they have lived there for two years, have three children and 30 dogs. He
stated that they have always been in accordance with existing ordinances
and that they were not required to be licensed. They own a private kennel.
They will go along with whatever decision is made, but would like to request
a conditional use permit. If the Council does not see fit to grant the
conditional use permit , then would ask the Council to go along with some
thing else. Mr. Geurwitz stated that the Van Odegaard's would rather move
than sell their dogs, eight of which are valued at more than $16,000.00.

The Van Odegaards have elected to leave the City of Ramsey and move to other
quarters. This would involve listing their house and an agent would require
at least 90 days to list their house, and this would not allow time for the
closing procedure. They intend to build their own house. They would like
time to check new locations.

The Van Odegaard's son Charley presently attends elementary school in Anoka
and would like to finish school and attend summer school for which he is
already lined up for.

Mrs. Odegaard has a commitment to a parttime job through September and moving
would require driving further and baby sitter fees.

It would be an economic hardship if it is suggested they board the dogs
pending sale of their home. Three dollars a day, 30 dogs for 90 days,
would mean $2,700.00 a month. The Van Odegaard's could not afford that.

The hearing before P & Z did not actually inquire into the reasons why they
