Council 4/19/78 <br />Page 8 <br /> <br />f) Grosslein Variance <br /> <br />Mr. Nereson explained that Mr. Grosslein was asking for a variance in <br />order to build an additional loading bay for Grosslein Beverages, Inc. <br />The Planning and Zoning Commission at their 4/3/78 meeting indicated <br />they would consider a variance only if Ramsey would own the entire 66 <br />foot strip of land directly to the north and west of the Grosslein <br />Property. The roadway would have to be upgraded to City standards and <br />assessed to the abutting properties. The City Council directed Phil <br />Nereson and City Attorney Goodrich to negotiate with Mr. Dickenson for <br />the portions of the strip of land not now under public domain. The <br />Council set a hearing date to consider the variance request of Mr. <br />Grosslein for May 8, 1978 at 7:45 p.m. <br /> <br />g) Mannie - Kennel Permit Renewal <br /> <br />Mr. Nereson read a sample of some of the complaints received in regards <br />to the Mannie Kennel. Mr. Nereson and Mr. Berg drove by and could not <br />confirm that there were dogs at large when they were there. The site <br />was not terribly unsightly. Their investigation came after receiving <br />the letters and having a telephone conversation with the Mannie's. <br /> <br />Mr. Mannie said he would like some dates and names from the complaints. <br />He explained that he has eight dogs and their house is up for sale. <br /> <br />Ms. Linda Fitzsimmons said her complaint is not what they do in their <br />own yard, but what they do in other yards, as well as the noise from <br />their barking. <br /> <br />Mr. Robert Prahl said the dogs have been in his yard and his garbage. <br /> <br />Paul Mannie said that every time a dog goes through the neighborhood, <br />he gets blamed for it. He explained that his dogs are housed in six <br />12-foot kennels and let out at certain times of the day in pairs. <br /> <br />One woman present gave Mayor Cox a picture of a dog in her back yard <br />that she said belongs to the Mannie's. <br /> <br />Ms. Alice Stelling was present and said she was bitten by one of the <br />dogs. She said she did not report it right away because she throught <br />she would wait and see what happened where she was bitten. She said <br />the next day she had a large bruise where she was bitten. She said she <br />is afraid for her children. She said she also had two goats in her <br />yard one day. <br /> <br />MOTION by Gamec, seconded by Reimann to follow the recommendations of <br />the Planning and Zoning Commission that the kennel license not be re- <br />newed and that the owners have thirty days, starting from the 15th of <br />April, to remove the dogs from the premises. <br /> <br />5 Ayes <br /> <br /> <br />
