Are they going to be ripped out
when sewer end water goes through?

?.~.yor Cox replied that this is the kind of questions people should be concerned
with and that is why the informal public hearing should be held so answer~
to these questions can be given to the affected persons.

}~. Dick ~.rtin said the biggest complaint people have is the dust, cou2dn't
the roeds just be oiled?

l~thy Schneider asked how the street department feels about oiling the streets
and what other alternatives are available?

Street Superintendent Mevissen said roads are not to be graded after they are
oiled. Oiled roads are hard to maintain but it does solve the dust problem.
They do still get holes in them because the dirt in the road doesn't take on
moisture after they have been oiled.

~. David Soucy, Greenland Hills Addition, said there is only 26 homes in
his area and the persons he has spoken to like the idea of more than one
development being considered for improveEent at one time to cut the costs.
He asked how thick the roads will be? How will driveway entrances be
treated? And stated that cost is the biggest factor of concern to them.

Councilman Gamec commented that a deadline should be set for roads to be
improved this year. Time is critical now, public hesrings need to be held,
bidding on projects, bond sales, etc.

Further discussion was held and Mayor Cox gave an explanation of the
procedure and steps to be taken in a project of this type.

Motion by Councilman Gamec, seconded by Councilman Mickelson to order the
City Engineer to prepare a cost report and schedule an informal public
hearing with written notice to affected property owners, public notice
of the hearing to be published in the Anoka County Union, and review of
preliminary cost report for 1) Whispering Pines Estates petition
dated 5/25/78; 2) Azurite, Yttrium, Zir?onium area dated 5/31/78;
3) Menkveld's Country Park dated 6/6/78, 4) Greenland Hills Addition
dated 6/15/78; and 5) 160th Lane-Hell Anderson area dated 5/19/78. Said
public hearing shall be scheduled forM onday, July 10, 1978 at 7:30 p.m.

5 Ayes

2. Petition for 4-Way Stop Sign.

A petition for a %-way stop sign at the intersection of 154th Lane and
~N~oset to slow traffic was discussed. The police report regarding
this issue was read.

Chief Auspos explained that since si~s ~re only good to remind those who
cs~e and those who don't care ignore the signs anyway, his professional
opinion is that the only thing to do is to enforce the law that is already
there.
