Regular Council <br />Page 3 <br />December 11, 1978 <br /> <br />9) That proper planning requires that a frontage road be built prior to <br />construction of any homes on the subject property so that the homes can <br />be constructed in the most appropriate sites in relation to the frontage <br />road and the applicant has refused to meet with the City Engineer in order <br />to develop an agreeable plan for a frontage road to alleviate the City's <br />access conceit. <br /> <br />10) That the Council has reviewed the County Engineers letter dated <br />November 16, 1978 which letter is incorporated herein by reference. That <br />the Council understands the County Engineers statements, but finds that <br />the welfare of its citizens overrides his recommendation. <br /> <br />Also, because a subdivision has not been permitted, the building inspector <br />is instructed to not issue any permits on said parcel and the Council's <br />action of November 27, 1978 wherein Mr. Holker was advised to remove the <br />moved in building from the premises is reaffirmed. <br /> <br />Motion carried. Voting yes Councilman Gamec, Councilman Reimann, Council- <br />man Muller and Mayor Cox. Voting no Councilman Mickelson. <br /> <br />Councilman Mickelson stated he wanted to have the Attorney General's opinion <br />before making a decision. He also agrees with the findings of fact but doesn't <br />feel the City should bear the burden if this is a State Statute. <br /> <br />Councilman Gamec stated that if we give in to him now we would have to give <br />in to all who come in with similar requests. <br /> <br />Councilman Mickelson stated he doesn't like this situation at all. <br /> <br />Attorney Goodrich stated the City can't afford to let Mr. Holker snub us. <br /> <br />Mayor Cox said the City is backed into a wall and haven't any choice. <br /> <br />Councilman Gamec stated we're doomed either way. <br /> <br />Attorney Goodrich felt he could get the Metropolitan Council involved. <br /> <br />Councilman Gamec felt this decision cOUld affect all of us. <br /> <br />SALARY SCHEDULE FOR STAFF PERSONNEL <br /> <br />The Personnel Committee presented to the Council a schedule the City staff <br />persmmel could follow for pay raises and starting salaries. It was the <br />general feeling of Councilman Gamec that we shouldn't have, a schedule as <br />the City has such a small staff. <br /> <br />A general discussion of salaries for the City Staff personnel followed. <br /> <br />Motion by Councilman Gamec and seconded by Councilman Mickelson to approve the <br />salaries recorded in the 1979 City Budget for the present employees, and not <br />necessarily the same for new hires and job changes of present employees, <br />also new hires would be negotiable and the cut in salaries. <br /> <br />A general discussion followed on the salaries for the staff in 1979. <br /> <br /> <br />
