Mr. Cox felt another letter should go to the P.C.A. request- ing a better explanation with a copy to the Governor Elect. COUNCIL OLD BUSINESS RAMSEY 67 VARIANCE FEE OVERCHARGE; CASE OF MARV EGGUM Motion by Councilman Gamec and seconded by Councilman Muller to approve the refund in the amount of $160.00 to Mr. Marv Eggum for variance fees that were paid by him but the variances were never processed. Motion carried. Voting yes Councilman Gamec, Councilman Reimann, Council- man Muller and Mayor Cox. Voting no None. ABOLIS~4ENT OF RURAL SERVICE AREA ZONING DISTRICT A general discussion was held as to whether changing the lot sizes in the Rural Service Area would require any ordinance changes. Attorney Goodrich stated he felt there would be no changes but he will research this item prior to publication of the notice. Ken Peterson, Chairman of the Planning and Zoning Commission felt the biggest problem with the Rural Sereice Area as it presently exists is the subdivision of properties by metes and bounds. The Council directed the City Attorney to prepare a legislative bill that~ ~ would require platting of all areas for development in cities such as Ramsey and to contact the appropriate individuals to sponsor such a bill.)~o~;~ A public hearing to consider the reduction of the lot s~zes for the Rural Service Area was set for Monday, January 22, 1979. COUNCIL NEW BUSINESS CONDITIONAL USE PERMIT IN UMB ZONING DISTRICT TO MANUFACTUR~ TRAILERS AND SALE OPERATION; CASE OF PHILLIP KERSSEN; A discussion was held in regards to Mr. Kerssen's conditional use permit. Mr. Peterson explained some of the problems he felt could arise and dis- cussed the auto sales and service license. Councilman Gamec felt more screening should be required. Attorney Goodrich noted that zoning took precedent over any license that may have been issued. City Attorney Schnelle stated he felt problems could be created with no way to control them. Councilman Gamec felt this should be tabled until Mr. Kerssen made another presentation as to what he really wants to do. City Attorney Goodrich felt he and City Administrator Schnelle should meet with Mr. Kerssen and spell out exactly what he wants to do as well as ex- plain to him what could potentially happen with a conditional use permit.
