Mr. Ed Hamilton reiterated his concerns noted during the public hearing of
increased truck traffic on Highway #10.

Commissioner Shumway thanked Mr. 8auer for their efforts of moving the proposed
site from a residential area to a heavy industrial area.

Commissioner Hendriksen questioned the amount of smoke and wastes that will be
generated.

Mr. Sauer stated that the operation doesn't generate much waste; many of the
unused materials are recycled for use in other products.

Commissioner Shumway questioned if the State does any testing of the smoke.

Mr. Sauer stated that they do smokestack tests; about 95% of what you see is
steam.

Chairman Zimmerman asked if he would mind a stipulation saying there shall be
no waste on the site.

Mr. Sauer stated that he would not be comfortable with that. They won't
generate "waste" as such. However, trucks would bring some product waste back
and they would recycle it, as current technology allows for its reuse. The
company should be responsible for its own product rather than hauling it to
another city.

Chairman Zimmerman questioned the increase in truck traffic.

Mr. Sauer stated that including raw material in and finished product out, there
would be approximately 15 trucks accessing the site per hour.

Chairman Zimmerman questioned the odor and if the City of Anoka has received
any complaints regarding their operations at H & S Asphalt in Ramsey.

Ms. Norris stated that she will check, but at the present is unaware of any.

Commissioner Howell asked if the railroad crossing is a controlled access
crossing and if the company has alternate plans if Burlington Northern Railroad
says no to allowing the use of that crossing.

Mr. Sauer stated that the access is not controlled; they are hoping to be able
to use the old Prestressed Concrete crossing.

The Commission discussed access from the site onto County Roads #116 and #57.

Chairman Zimmerman stated that we have a Highway #10 Corridor Study in process
and doesn't know if this would be compatible.

Mr. Sauer stated that they don't have problems with waiting, but do not want
the study to infer that they will be adding 200 trucks to the traffic. That's
not the case. They would like some kind of answer in the next few months, as
they need to do make some structural changes to the site.

Commissioner Hendriksen asked how the smoke would affect the visibility for
airport landing.

Mr. Sauer explained that it's just steam and it disappears after 50 feet.

Planning & Zoning Commission/September 1, 1987
Page 3 of 6
