The Commission proceeded to review the conditional use permit. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Holm to <br />recommend approval of Barton Sand and Gravel Company's request for a <br />conditional use permit to extract aggregates contingent upon entering into <br />a conditional use permit amended as follows: <br /> <br />Item #2 should read as follows: 'The buffer area shall range from 75 <br />to 125 feet in width. No work shall be commenced within 660 feet of <br />the northern boundary until the buffer area has been established. <br /> <br />Item #3 should read as follows: 'Only State, County and Municipal <br />State Aid streets contructed to 9 ton standard shall be used as haul <br />roads.' <br /> <br />Item #5 should read as follows: 'The hours of extraction operation <br />shall be limited to the following: Monday through Saturday from 7:00 <br />a.m. to 7:00 p.m.' <br /> <br />Item #6 - The Commission noted that the applicant should be able to be <br />restoring 5 acres while excavating another 5 acres and directed staff <br />to amend this item accordingly. <br /> <br />Item #10 should read as follows: 'Barton Sand and Gravel Company <br />shall maintain a $2,000.00 deposit with the City.' <br /> <br />Item #11 should read as follows: 'Access to the site shall be from <br />County Road #116 only.' <br /> <br />Item #12 should read as follows: 'Finished elevations shall be as <br />shown on attached plans and as approved by the City Engineer.' <br /> <br />Item #13 should read as follows: 'The contractor shall be limited to <br />only hauling in topsoil for the final grade.' <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Holm, <br />Hendriksen and Howell. Voting No: None. Absent: Commissioners Shumway <br />and LaDue. <br /> <br />Case #2: Request For Preliminary Plat Approval Of Fo~d Br.Qok Estates <br /> ~rd Addition; Case Of Mr. Gerald Bauer: <br /> <br />Mr. Caine and Mr. Bauer were present. <br /> <br />Ms. Norris stated that the Park Commission recommends that fees be required <br />to satisfy the city's park dedication requirements. <br /> <br />Chairman Zimmerman noted that several lots need fill to bring them to 6 <br />feet above water table; lots 3, 6 and 10 in Block 1. <br /> <br />Commissioner Hendriksen inquired how it is determined whether ponding is <br />required versus outlets into a ditch or creek. <br /> <br />Planning & Zoning Commission/August 11, 1987 <br /> <br />Page 6 of 7 <br /> <br /> <br />
