I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br />:1 <br /> I <br /> <br /> I <br /> I <br /> I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Tuesday, January 11, 1983 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilman A1 Sorteberg <br /> Councilman Gary Reimann <br /> <br />Also Present: <br /> <br />Councilwoman Jean Schlueter <br />City Administrator Lloyd Schnelle <br /> <br />The meeting was called to order at 7:18 a.m. by Councilman Reimann. <br /> <br />Case ~1: . Seminar Regarding Electronic I~nition and Exhaust Emission Systems <br /> S~onsored ky Cottens, Inc.: <br /> <br />Motion by Councilman Sorteberg and seconded by Councilman Reimann to recommend <br />Mr. Daryl Saathoff, public worksman, attend the Electronic Ignition and Exhaust <br />Emission Systems seminar that will be held at Cottens, Inc. in Anoka on January <br />12 and 13, 1983. Further, that the City will defray the $60 cost of this seminar. <br />Motion carried. <br /> <br />Case #2: Per Diem Allowance: <br /> <br />Council has asked that the Personnel Committee make a recommendation regarding <br />per diem allowance to the citizens of Ramsey who perform certain functions for <br />the City. <br /> <br />Councilwoman Schlueter questioned what part of the budget the funds would come <br />from. <br /> <br />City Administrator Schnelle stated that it would come out of the Boards and <br />Commissions Activity Budget, line item 101-4012. <br /> <br />Councilwoman Schlueter wondered if we have checked with other communities to see <br />what their policy is on this. <br /> <br />City Administrator Schnelle stated that most communities don't have a written <br />policy on the issue but do cover this type of expenditure through a per diem <br />allowance. In some cities volunteer firemen get $5 or $6 per hour and the busi- <br />ness they work for picks up the difference in the person's pay. All cities do <br />it different. City Administrator Schnelle feels that in cases where Council ' <br />appoints an individual citizen to serve on an advisory board where some of the <br />meeting times are held during the normal work day, the individual should be re- <br />imbursed for costs by a flat per diem payment. This would not apply to Council- <br />members or City Staff, however. We would need to prepare a resolution stating.. <br />how these dollars would be paid out. <br /> <br />Councilwoman Schlueter discussed at length her feelings about the request by <br />exCouncilman Arnold Cox for per diem payment for meetings he will be attending. <br /> <br />Personnel Committee <br /> January 11, 1983 <br /> Pa~e 1 of 3 <br /> <br /> <br />
