I
I
I
I
I
I
I
I
I

i
I
I

I
I
i
I
I
I

City Administrator Schnelle stated that personalities shouldn't be involved
in our decision.

Councilwoman Schlueter stated that Mr. Cox is involved now and he is the reason
why this whole issue came about.

Councilman Sorteberg said that this type of thing has been done in 'the past.

City Administrator Schnelle stated that Mr. Cox feels that the time he will be
putting in is worth something and that it's a job with no thanks.

Councilman Sorteberg stated that we want good people to do the job and we will
have to pay to get these good people.

Councilwoman Schlueter said that maybe we could get someone else to do the job
who would be as good. It should be considered an advisory position - persons
would be compensated in other ways besides pay.

The Committee stated that the landfill issue is very important to Ramsey's future
and consequently the Mayor appointed Mr,'. Cox to this committee because of his
background knowledge of-the landfill issue. 'Further, we have spent a lot of
time and money in preparing the City's formal report and we need someone on this
committee who fully understands the total issue. Our commiSs~onmembers are re-
imbursed for their time.

Councilwoman Schlueter asked in what way Mr. Cox will be accountable to the City
for attending a meeting and what amount of money we would be looking at.

City Administrator Schnelle stated that the only way he would be accountable would
be from the meeting minutes. The Personnel Committee needs to decide the amount
to be paid.

Councilman Sorteberg stated that we should make the amount low enough that it
doesn't sound like a good deal to people that don't have anything better to do
but yet an amount that would fairly compensate the person for his time.

Councilwoman Schlueter stated that we are talking about knowledgeable and capable
people. She said that she knows that Mr. Cox is knowledgeable but wondered if
Mrs. Marilyn Gallagher couldn't also do the job effectively.

City Administrator Schnelle stated that it's not fair to tie anyone's name in
this issue. Council has to appoint the best person to do the job.

Councilwoman Schlueter again asked the Personnel Committee for an amount.

Councilman Sorteberg stated that he would suggest $40 for a starting figure for .~
a half day meeting.

Councilman Reimann feels that $40 would not be enough to compensate a business-
person for the time he would spend away from his business. ·

Councilwoman Schlueter persisted that this is an advisory committee position.
Compensation isn't always in the almighty dollar. You make that choice and take
that chance.

Personnel Committee
January 11, 1983
