City officials were not notified by the elections supervisor that <br />certain'precincts were NBC precincts. The elections supervisor had been <br />asked and had supplied the names, addresses and telephone numbers of the <br />clerks of the cities that had flagged precinct~. No indication was ever <br />given that exit polling would be done. It is common practice to allow key <br />precincts to be counted ahead of other precincts. Anoka County could make <br />a decision not to participate in any of the National Key Precinct Reporting. <br />In 1982, three precincts were key precincts. . ~ <br /> <br />10. Following the primary, data processing was asked to check About the <br />availability of renting another card reader. Burroughs has a lead time <br />of 3 months for rental so it was not possible for 1982. Minimum charge <br />is for one month's rental; $600 for one month inclnding installation and <br />removal. This is a possibility for future years. Rental would be for <br />two months, possibly for 3 months because you would want to test it <br />sufficiently before. <br /> <br />The City of Bloomington has a card reader that reads 800 cards per minute. <br />(Ours reads 300/minute.) In 1982, they had 35 precincts with 37,463 ballots <br />cast and finished precincts at about 6:15 a.m. They had some problems with <br />card stock but did run 75 precincts (so many of the precincts had to be <br />re-run), primarily (.according to Erickson) because of checker (judges) <br />problems. They both said in 1980 they finished about 2:00 p.m. the day <br />following the election. <br /> <br />The City of Moundsview uses precinct counters. In general election 1982 <br />they had 4 precincts with 4,7~78 ballots cast according to Don Brager, <br />Moundsview. The first precinct arrived at the counting center at approximately <br />9:45 p.m. and last at 11:00 p.m. They finished card reading at about 1:30 a.m. <br />After adding absentee votes and completing paper work, they were ready to <br />leave for Ramsey County with totals at about 3:00 a.m. <br /> <br /> <br />
