I
'1

I
I
I
I
I
I
I

I
I
I
I
I
I
I
I
!

PROCEEDINGS OF THE
PERSONNEL COMMITTEE
CITY OF RAMSEY
ANOKACOUNTY
STATE OF MINNESOTA

A regular meeting of the Ramsey Council Personnel Committee was held on
Tuesday, March 8, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd.
NW, Ramsey, Minnesota 55303.

Members Present: Councilman A1 Sorteberg
Councilman Gary Reimann

Also Present:

Councilwoman Jean Schlueter
City Administrator Lloyd Schnelle
Chief of Police Mike Auspos
Building Official Clayton Berg

The meeting was called to order at 7:15 a.m.

Case #1: Police Contract Neqotiations:

City Administrator Schnelle stated that he has met with the Union and they
will go along with everything but the 8%% increase in wages. They had
originally offered a figure of 9.9% but lowered it to 9% and feel'this is
a fair figure. They can accept that the Personnel Committee onl~ wants to
add a half day of holiday time and doesn't want to make any changes in
vacation time, sick and funeral leave and injuries on dut~ ~ring the 1983
bargaining session. They feel they would be giving up everything if they
didn't get the 9% wage increase.

Councilman Reimann stated that he hates to hack over half a percent but
that's exactly what they're doing. He feels the 5% cost of living figure
plus 3~% increase is more than fair. The way the economy is going, the
rest of the Staff won't be getting any more of a raise in the cost of living
come June.

Motion by Councilman Reimann tQ recommend Council approve an 8%% Wage ~increase
for the Police Department patrolmen. No secondto the motion.

Councilman Sorteberg stated that he feels we're up against a brick wall and
should approve it at 9%.

Councilman Reimann stated that Councilman Sorteberg can go the way he feels
but he will not change his recommendation. He said that we should show some
leadership and stand on our decisions. No one on Staff is being treated
unfairly. Other Cities are overpaying their employees.

Councilman Sorteberg stated.that Councilman Reimann can be stubborn but it
won't do us any good.

Councilman Reimann stated that he is sick of things being shoved down the
Council's throat and he will stay at 8%%. He can see the Union's side because
he's been there. That's their job. But where's the justice? Councilman
Reimann said that we shouldn't give in and be quitters.

Personnel Committee/March 8, 1983
