3) <br /> <br />Cash Flow - This is another facet of the Chief <br />Accountant's job that is time consuming but very <br />critical to the City's financial welfare. Further, <br />we want to expand this to the special assessment <br />funds which we are not doing now because of a lack <br />of time. <br /> <br />4) <br /> <br />Fiscal Analysis and Capital Improvement Budget - <br />These are two separate facets but you have to have <br />one to see if the other is feasible. However, the <br />fiscal analysis is a must item if you don't prepare <br />a CIP. <br /> <br />5) <br /> <br />Bond Rating Maintenance - This is a very critical <br />area. We should be preparing indepth study reports <br />to improve our rating but we just don't have the time. <br />There are a lot of dollars involved in this area. <br /> <br />6) <br /> <br />Bond Administration Coupon Maintenance - This is <br />another time consuming task which must be done. <br />However, here we are back lagging becaUse of work- <br />load. <br /> <br />7) <br /> <br />Delinquent Tax and Special Assessments - Here is <br />another job where the Chief Accountant will be able <br />to devote more effort to. Currently, we rush through <br />it but this could come back to really haunt us as it <br />is critical to City finances. <br /> <br />8) Budget - The..City Accountant will b~ able::to spend <br /> more time with the City Administrator on this issue. <br /> <br />9) Financial Statement - TheAccountant will be able to <br /> spend more time in this area ~hus improving the <br /> statistical section and overall clarification of the <br /> report. <br /> <br />10) <br /> <br />Miscellaneous - The following is submitted on %his: <br /> <br /> a) Reviewing Publications - This is very <br /> critical to job performance. <br /> <br /> b) Special Projects - This is another critical <br /> area where we need time but don't have it. <br /> <br />b) Deputy Clerk: <br /> <br />1) <br /> <br />Filing System -. Prepare the' City filing system in <br />far greater depth than currently, exlst~-so that the <br />City has a better handle on'its hi,tot±cai data~ <br />Currently, this is a real problem and a serious one <br />but there has not been'the time to accomplish %his <br />task~ <br /> <br /> <br />
