No part of <br /> <br /> i the system shall be covered until it has been inspected and accepted <br /> by the plu~nbing.inspector. It shall be the responsibility of the <br /> applicant for the permit to notify the plumbing inspector that the <br /> job is ready for inspection or reinspection, and it shall be the duty <br /> I of the plumbing inspector to make the indicated inspection within <br /> forty-eight (48) hours after such notice has been given. It shall be <br /> the duty of the owner or occupant of the property to give the plumbing <br /> I inspector free access to the property at reasonable times for the <br /> purpose of making such inspection. <br /> <br /> I ]S0.015B EXISTING SYSTEMS <br /> <br /> 1. The plumbing inspector shall develop, or cause to be <br /> developed, a program whereby existing systems are inspected to deter- <br /> I mine initial compliance with this chapter. The inspection shall be <br /> <br />~ conducted so as to cause minimum disturbance to the property. .It <br />~ shall be the duty of the o~mer or occupant of the property to give <br />~ I the plumbing inspector free access to the property at reasonable <br />~· times for the purpose of making all system inspections. - <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> 2. The plumbing inspector shall inspect every {ndividual <br />waste disposal system within the City of Ramsey every twenty-four <br />(24) months to ensure continued compliance with this chapter. During <br />this routine inspection, the plumbing inspector shall specifically <br />determine the need for sludge and/or scum removal from septic tanks <br />based on measurements of existing conditions. Maximum allowable <br />levels, determined as outlined in Chapter 150.015B(3), shall be three <br />(3) inches between the bottom of the scum mat and .the bottom of the <br />outlet device and six (6) inches f~om the bottom of the outlet device <br />to the top of the sludge. ~ <br /> <br /> 3. Scum can be measured with a stick to which a weighted <br />flap has been hinged or with any device which can be used to detect <br />the bottom of the scum map. The stock is forced through the mat, <br />the hinged flap falls into a horizontal position, and the stick is <br />raised until resistance from the bottom of the scum is felt. The <br />same device can be used to determine the distance to the septic tank <br />outlet device. A long stick wrapped with rough absorbent material <br />and lowered to the bottom will show the depth of sludge and the liquid <br />depth. The stick must be lowered in such a tank location as to avoid <br />unrepresentative readings that might be caused by interference from <br />the scum layer. <br /> <br />1SO. 015C APt)ROVF, D SYSTEI~iS <br /> <br />Upon satisfactory final inspection of the system, the plumbing inspector <br />shall issue to the applicant a certificate of approval.
