It is doubtful that this Dark could or would ever be <br />developed beyond its current state, which is that of a floodplain <br />meadow. Both DNR restrictions and restrictions in the dedication <br />of the park by the original developer make eventual public usage <br />of this park very limited. Usage as a public golf course would <br />allow the land to be used by the public, in a manner consistent <br />with its current topography, and in a manner designed to continue <br /> <br /> to preserve the rather passive nature of the Rum River corridor. <br /> B. Acceptance and reconveyance of golf course lands. <br /> <br /> The construction and operation of a regulation golf course by <br />a private entity is extremely financially burdensome, and without <br />some type of governmental aid or subsidy, it would be difficult <br />for such a project to succeed. Somehow, the initial operating or <br />construction costs must be written down. As stated earlier, <br />however, no request is being made of the municipality in this <br />case for any type of aid~ bonding, or the like. <br /> <br /> However, there is a method by which the municipality can <br />assist, without expending any funds. The owners of the northerly <br />portion of the Planned Unit Development, Thomas W. Anderson, <br />Paula Anderson, and Berglund &Dorn, are prepared to donate that <br />portion of the land necessary for golf course fairways, directly <br />to the City of Ramsey, in fee, for public golf course usage. It <br />would be hoped by the developers that the City of Ramsey would in <br />turn then, pursuant to Minnesota Statutes Chapter 465.026, convey <br />those lands for $1.00 to Wesley Bulen, pursuant to his commit- <br />ment, to be guaranteed through performance bonds, to construct <br /> <br />-8- <br /> <br /> <br />
